OVERALL JOB OBJECTIVE:
Under general direction of the Deputy Director of Transportation and Mobility, provide leadership and manage the transportation planning of the city’s multimodal transportation system. This includes taking a department-wide perspective and working cooperatively with other division managers to incorporate planning through the lifecycle of projects and assets from planning, building, to operating and maintaining the system. The transportation planning manager also oversees regional and local transportation policy efforts. This position serves as an advisor to the Transportation and Mobility Department Director and Deputy Director and supports City Council, city advisory boards and city staff, functions as a liaison with other city departments and is a member of the Transportation and Mobility management team emphasizing effective communications, continuous improvement, problem-solving orientation, service to customers, and accountability.

DUTIES AND RESPONSIBILITIES:
1. Supervises and supports a team of transportation planners in the following manner and as described in supervisory paragraph below (at the end):

Proactively implements the city’s performance management process to achieve a supportive culture where teamwork, employee development, continuous improvement, coaching and mentoring and candid feedback are prioritized.

Oversees development and manages the division work plan, allocation of staff resources and identification of priorities within the transportation planning division including multimodal projects, programs and services and regional policy.

Ensures efficient processes and procedures are in place for work plan implementation.

Conducts regular meetings with staff to monitor, review and assess program goals and status of work plans and projects. Involves staff in decision-making processes and seeks staff’s ideas and input on division goals and work program.
2. Directs, manages, and coordinates the development and implementation of the transportation planning work program including multimodal projects, programs and services, regional policy, and interdepartmental efforts such as Vision Zero in support of the city’s Transportation Master Plan.

Manages the design and development of specific projects, programs and services, based on the policy framework of the city’s Transportation Master Plan, and in coordination with the other T&M Divisions including Transportation Operations, Transportation Maintenance, and Capital Projects, and other city departments.

Develops and manages implementation strategies to ensure division and Department goals are achieved.

Actively works with transportation and mobility staff and other city departments to effectively integrate Vision Zero, transit-oriented development, active transportation options and transportation demand management into city policies, land use regulations, city code, requirements, etc.

Supports staff in the development, implementation, operation, and maintenance of multimodal systems, programs and facilities that support the Transportation Master Plan objective of creating a high-quality multimodal environment.

Coordinates with regional stakeholders and state and federal agencies on transportation policy, priorities and programs focusing on multimodal solutions to moving people into, out of and within the City of Boulder.
3. Develops, implements, and monitors the division budget and coordinates with other division managers on the overall T&M department budget. May solicit external funding support, such as grants, for new projects. May perform cost benefit analyses for new programs. Assists with the development and coordination of capital improvement projects related to transportation.
4. Acts as a senior liaison to the city’s Transportation Advisory Board (TAB)

Works directly with the Deputy Director and Director of Transportation and Mobility to best determine what projects, type and level of information, and actions will be addressed by the TAB.

Communicates with TAB members regarding projects and programs related to the TAB’s charge.

Supervises and supports staff in the preparation and presentation of information to the TAB.
5. Responds to questions from the public and press and presents information to City staff, advisory boards, City Council and regional and state agencies. Ensures that public information and outreach is coordinated with the Communications and Engagement Department. Composes memoranda, reports, correspondence, and agenda items for boards and City Council. Coordinates development of public outreach/input materials (e.g. customer surveys, brochures, fact sheets) and grant proposals.
6. Creates and fosters partnerships within the city organization and among other transportation-related agencies and community groups.

Develops partnerships across the region to implement coordinated and mutually beneficial transportation projects and programs in support of multimodal transportation.

Potential partners include, but are not limited to, the Regional Transportation District (RTD), Denver Regional Council of Governments (DRCOG), Boulder Valley School District (BVSD), University of Colorado at Boulder (CU - Boulder), Transportation Mobility Organizations (TMOs), Chamber(s) of Commerce, Federal facilities, Colorado Department of Transportation (CDOT), Boulder County, neighboring communities to Boulder, neighborhoods, Downtown Boulder business interests, and other business districts.
7. Assures the connection between transportation planning and development review by meeting with respective staff members on a regular basis to identify opportunities, potential conflicts or omissions. Assist with and manage the creation, periodic review, revision and promulgation of related standards and guidelines to assist staff in the execution of integrated multimodal development.

Assure that new development incorporates a multimodal approach to design, construction and tenant practices including access management, and the inclusion of transit, bicycle and pedestrian connections, as well as provision of programs such as preferred parking for vanpools and purchase of transit pass programs.

Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property.

Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

5 – Senior Transportation Planners, 1 – Transportation Planner.
WORKING CONDITIONS:
Physical Demands: Primarily sedentary physical work requiring the ability to lift a maximum of 10 pounds; occasional lifting, carrying, walking, bending, kneeling and standing; frequent hand/eye coordination to operate personal computer and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and the public.
Work Environment: Works primarily in clean, comfortable environment. Occasional work in a laboratory.
Machines and equipment used in work include, but are not limited to the following: City vehicle, personal computer, pager, telephone (office and cell), photocopy machine and calculator.
Bachelor’s degree in Transportation Planning, Regional and Urban Planning or related field with a minimum of seven (7) years of experience in transportation planning or any equivalent combination of education and experience. Three (3) years of experience working in a related supervisory or management capacity is also required. Demonstrated experience managing the development and implementation of multi-modal transportation plans, projects, programs, and services. Demonstrated experience managing a team of professionals to achieve the goals and objectives of a strategic plan. Demonstrated experience creating and fostering partnerships. Excellent verbal and written communication skills and organizational skills. Strong interpersonal skills including ability to deal with people under difficult conditions, resolve conflicts and work under time pressure. Demonstrated analytical and problem-solving skills. Demonstrated ability to work independently with minimal supervision and to assume responsibility. Demonstrated expertise in Effective negotiation, management and organizational skills. Previous management and supervisory experience. Valid Colorado driver's license and acceptable motor vehicle record. Acceptable background information including criminal conviction record and credit history.
DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Master’s degree in Transportation Planning, Regional and Urban Planning or related field. Demonstrated experience as a senior liaison to a board of directors. Demonstrated creativity within an environment that has constraints.
