The City of Anaheim Public Works Department – Engineering Division: Traffic and Transportation Section is seeking a Principal Transportation Planner for the Traffic & Transportation Section.
This section provides for mobility and safety of people and goods. Services range from increasing arterial street capacity by operating Intelligent Transportation Systems infrastructure, to providing traffic planning assistance for both local and regional transportation projects. These services fit into the larger City purposes by enhancing neighborhoods by protecting residential streets from excessive cut-through traffic; providing access to businesses to build a strong economy; enhancing safety through adequate intelligent transportation systems/traffic signal construction and maintenance, arterial signing and striping. This position will plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing transportation planning services for the Traffic and Transportation Section of the Public Works Department.
The Principal Transportation Planner, under direction of the City Traffic Engineer, will manage transportation initiatives and transit planning projects, oversee local and regional transportation planning efforts, administer the Anaheim Tourism Improvement District (ATID) program for projects within the Anaheim Resort Area and Platinum Triangle, and coordinate with local and regional transportation agencies such as OCTA, SCAG and Caltrans.
The priorities and projects for the position include:
- Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing transportation planning services for the Traffic and Transportation Section of the Public Works Department.
- Serve as Principal-in-Charge for the General Plan Circulation Element Update, Anaheim Traffic Analysis Model (ATAM) Update, and Traffic Fee Nexus Study Update.
- Lead transportation planning, mobility, transit, and active transportation efforts and studies
- Prepare and submit grant funding application for transportation projects to improve traffic flow, circulation, and safety.
- Provide oversight and administration of City franchise agreements such as the one with Anaheim Transportation Network (ATN).
- Lead the Anaheim Tourism Improvement District (ATID) Transportation Committee.
- Review outside agency CEQA documents for impacts to City of Anaheim
- Manage the City’s Bus Stops, working with the City’s Contract and OCTA
- Work with OCTA, ATN, and other transit operators
- Participate in and oversee regional coordination activities; review a variety of Federal, State, and local policies, programs.
- Represent City of Anaheim at SCAG, Caltrans, OCTA, ATN, High Speed Rail, etc.
Essential Functions

Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing traffic engineering or transportation planning services for the Traffic and Transportation Section; prepare various reports on operations and activities.
Establish schedules and methods for providing services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Represent the City on traffic and transportation issues in the absence of the City Traffic Engineer.
Participate in the preparation and administration of the budget; submit budget recommendations; monitor expenditures.
Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner; investigate complaints and recommend corrective action as necessary to resolve complaints.
Maintain records concerning operations and programs; prepare reports on operations and activities.
Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to the Traffic and Transportation Manager; prepare and present staff reports and other necessary correspondence.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of traffic engineering; incorporate new developments as appropriate into programs.
Prepare and submit grant funding application for traffic engineering and transportation projects to improve traffic flow, circulation, and safety; monitor
Prepare and submit grants as necessary; ensure adequate funds for the traffic engineering function by preparing and monitoring budget data.
Provide direction and oversee the work of consultants.
Perform related duties as required.
Assist in the development of transit concepts and route planning.
Represent and coordinate the City's plans with local, regional, and federal agencies.
Participate in the procurement of professional services by developing scopes of work and project budgets, evaluates competitive project proposals, and makes recommendations.
Assist in the preparation of grant proposals, requests for qualifications, and requests for proposals.
Perform complex analysis of transportation issues and/or projects.
Implement and/or monitor countywide transportation and transit policies and procedures.
Prepare and review a variety of narrative and statistical reports related to the operation and administration of Transit Programs.
Present executive reports, analyses, maps, charts, and other graphics for transportation studies.
Manage transportation planning studies and implementation programming including preparing and presenting written and verbal reports to Planning Commission and City Council, reviewing environmental impact reports, traffic and parking studies, preparing transportation model, and preparing various funding applications.
Administer assigned programs to improve quality of life by working with neighborhoods to reduce the impacts of parking availability, speeding, and/or cut through traffic; present the programs to neighborhoods; respond to questions and address concerns from residents.
Update and revise transportation standards and ordinances; provide technical assistance for regional projects and programs.
Review proposed land use development with objectives to maintain traffic safety and traffic flow, provide adequate access for land uses, and condition equitable participation from new development for necessary traffic improvements.
Review traffic control plans for work in City's right-of-way for proper work area safety and delineation with minimal impact to traffic flow and adjacent land uses.
Qualifications
Experience and Education: Four years of responsible professional experience in transportation and transit planning including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in planning, engineering, or related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: Operations, services, and activities of transportation planning and transit programs; principles of supervision, training, and performance evaluation; modern and complex principles and practices of transportation, land use, and transit planning; legislative analysis techniques; grant writing and monitoring procedures and techniques; financial planning and monitoring; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.
Ability to: Coordinate and direct transportation planning and transit programs; supervise, organize, and review the work of consultants and assigned staff involved in transportation planning and transit programs; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing transportation planning and transit services; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; organize, design, plan, and implement comprehensive transportation system projects; apply for grants and other funding sources; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of an appropriate, valid driver's license. Possession of one of the following: State of California registration as a Professional Civil Engineer, State of California registration as a Professional Traffic Engineer, American Institute of Certified Planner (AICP) certificate, Professional Transportation Planner (PTP) certificate.
