Job Summary:
Supervises the day-to-day administrative, financial, operations and facility maintenance of the Board of Public Works. The Assistant General Manager helps to plan, organize, and direct all public utility operations and does related work as required. Work is performed under the general supervision of the General Manager. Supervision is exercised over all department personnel in the absence of the General Manager.
Supervisory Responsibilities:
Exercise supervision over accounting, clerical, administrative, maintenance and professional staff as assigned.
- Recruits, interviews, hires, and trains new staff.
- Oversees the daily workflow of the accounting, administrative, and operations services and finance department.
- Completes review of employees; reviews all merits for staff completed by immediate supervisors; counsel’s employees.
- Reviews potential new hires and works closely with supervisors in regards to hiring and discipline.
- Handles discipline and termination of employees in accordance with company policy.
- Performs other related duties as assigned.
Primary Duties/Responsibilities:
- Oversees and assists in the preparation and presentation of all financial and budgetary matters (e.g., financial reports, operating and capital budgets, all BPW investments, grant applications, special projects as necessary).
- Oversees and manages information systems and databases used to track the BPW’s financial matters.
- Oversees the posting and reconciliation of ledgers and accounts.
- Works with the General Manager on budget preparation and execution.
- Develop financial studies and plans; forecasts, estimates, and monitors the financial condition of the BPW.
- Manages and oversees payroll, utility billing and accounts payable/receivable processing.
- Manages and oversees employee benefit program.
- Oversees BPW’s insurance program.
- Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.
- Assists with investing the BPW’s reserve funds.
- Maintains all investment accounts.
- Assist the General Manager in planning, directing, coordinating, and supervising the public utility services, operations, programs, and staff.
- Oversee the preparation and maintenance of appropriate files and records.
- Respond to citizens' services requests and complaints.
- Assist in coordinating capital improvement projects.
- Coordinate outside engineers for project work completed by the Board of Public Works.
- Reviews monthly agency compliance reports for water, wastewater, electric, etc.
- Respond to citizen and customer concerns via telephone, mail, E-mail, and in person.
- Attend internal meetings concerning planning, safety, staff, etc.
- Completes special projects required by the General Manager.
- Oversee and manage asset management and GIS program.
- Manage entire fleet and coordinate the acquisition of new fleet assets and the selling/trading in of current assets.
- Attend miscellaneous professional organization committees and conferences.
- Act as the General Manager when required.
- Abides by all Safety rules and Incident Investigations outlined in the BPW Safety Procedures and/or the safety procedures outlined in the Individual Departmental Manual.
- Participate in a cross-training of various roles and responsibilities to support a collaborative and flexible work environment.
- Performs other related duties, as assigned.
Required Skills/Abilities:
- Considerable knowledge of accounting and financial principles, practices and methods as applicable to a municipal setting.
- Skill in operating the listed tools and equipment.
- Ability to communicate effectively, orally and in writing, with employees, consultants, and other governmental agency representatives.
- Ability to conduct necessary research and compile comprehensive reports.
Education and Experience:
- Graduation from an accredited four year college or university with a degree in accounting, finance, business administration or public administration or a closely related field.
- Minimum of three years related experience.
- Must possess a valid State driver's license or have the ability to obtain one prior to employment.
- Must pass a complete background investigation.
- Have a good driving record.
- No convictions or criminal history.
- Drug Screening will be mandator
