THE ORGANIZATION The City of Napa is a full-service city and has 11 departments, including the City Manager’s Office, Human Resources, Finance, Parks and Recreation Services, Community Development, City Clerk’s Office, City Attorney’s Office, Public Works, Utilities, Police and Fire services.
