| Job Description: The City of Naperville’s Department of Public Utilities - Electric seeks an experienced network administration professional for the Senior Network Administrator role. Naperville is the 4th largest City in Illinois. The city-owned electric utility maintains 16 substations and 1000 miles of transmission and distribution lines (of which 93% are underground), and a 400 MW peak demand / 1,500,000 MWH annually. A decade ago, Naperville modernized its electric grid with the installation of 57,000 smart-meters and a wireless & fiber-optic backbone. The Smart Grid initiative allows the utility to better analyze electricity consumption and offer an associated portal to its electric customers. We search now for a Senior Network Administrator experienced in troubleshooting in a network environment to manage the Utility’s Smart Grid infrastructure, including core switching, servers, associated operating systems and user access. Ensures the cybersecurity of all systems by managing firewall rules, virtual private network technology and two factor authentication systems for both internal and external users. The independent electric utility systems supported by the utility’s Senior Network Administrator are selected, deployed, maintained and utilized to provide reliable service to its customers. Automated Metering Infrastructure, Meter Data Management, SCADA, Microsoft BizTalk, and network monitoring software are used daily by utility staff. The Senior Network Administrator performs a variety of technical tasks involving the management and security of the Smart Grid infrastructure, recommends system updates to Utility Engineers, provides system support to management and staff end users, and ensures compliance with cyber security policies. Provides supervision and direction for the Network Support Specialist, and serves as a second level of support when complex networking challenges arise The full salary range is up to $102,800, commensurate with relevant experience. | | Responsibilities: | - Manage the day-to-day operations of the Smart Grid network, and handle troubleshooting, assess and optimize the network operation and design. Related responsibilities can include documenting system standards, installing and configuring firewalls, switches, monitoring network devices, monitoring network infrastructure stability, operating network management systems, overseeing technology implementations, reporting on system performance, running security checks, scheduling network repairs, and setting up VPN tunnels.
- Configure, deploy and manage firewalls, switches, routers and associated access control lists ensuring cyber security
- Manage & maintain security systems of the SmartGrid network; implement authentication of the users (internal and outside vendors’ access over VPN); maintain security design of dashboard accessed by the public on the city website.
- Configure, deploy and manage the Electric Utility’s core network switching, which interfaces with City IT and various public networks
- Maintain daily, weekly and monthly backups of network devices and servers
- Configure, manage, and maintain the Utility’s Storage Area Network (SAN); physical servers, virtual hosts and their associated virtual machines; antivirus and endpoint protection/response servers and clients; and network monitoring software for all communication-enabled devices.
- Facilitate responses to requests from engineering staff and utility end users for technology support and assistance. Coordinate support resources and staff.
- Maintain and update network IP address documentation and network diagrams. Provide end user support on desktop, laptop and tablet PCs, and two-factor authentication on these devices
- Manage the Utility’s Virtual Private Network (VPN) environment allowing internal and external users to access systems securely away from the office. Manage VPN technology for machine-to-machine communication over public and private networks.
- Review DPU-E server, firewall and software log files to perform root cause analysis
- Prepare written materials to document work activities as appropriate. Participate in training other electric utility technical staff.
- Monitor industry trends and educate self to remain knowledgeable of up-to-date practices in the field
- Communicate with members of the Electric Utility (and other city departments) to gain information to resolve problems and improve business processes.
- Procure Smart Grid network technology hardware and software. Maintain inventory records. Manage relevant software license compliance and contracts.
- Establish & maintain appropriate security measures and backup procedures for data, programs equipment.
- Monitor system problems including assisting users with operational problems, performing general maintenance of systems and coordinating maintenance with outside vendors.
- Assess and coordinate training needs to ensure that Utility end users can/will fully utilize equipment.
- Analyze Utility requests for computer hardware and software to assess user needs, recommend appropriate solutions and ensure compatibility with other systems in the city.
The Senior Network administrator also supervises the Network Support Specialist. You will recommend candidates for hire to the AMI section manager, provide staff training & counsel to the Specialist on performance matters, and (together with the AMI Section Manager) administer disciplinary measures as appropriate. | | Qualifications: | | At a minimum, applicants must possess: - A Bachelor's degree in Computer Science or a related field
- At least three years’ experience troubleshooting in a network environment. Additional (directly-related) work experience may be considered in lieu of the Bachelor’s degree.
- Advanced knowledge of LAN/WAN administration & support in Windows environments. Understanding of wireless technologies including administration of security & authentication
- A current & valid State of Illinois Class D Driver's License
Preferred candidates may possess certification in A+ and Network +, and/or as a Cisco Certified Network Associate (CCNA). Previous supervisory experience is helpful. Ideal candidates will possess knowledge of: - Microsoft and Linux operating systems, enterprise wide software deployment, Group Policies (GPOs), backup software, active directory, DNS, DHCP, virtual environments, remote access, and Windows update services. Knowledge of Cisco ASA, VPN and ACS hardware & software platforms.
- Knowledge of network IEEE standards; transmission control protocol/internet protocol (TCP/IP), virtual local area networks (VLAN), voice and video over IP, security, anti-virus systems, intrusion detection/prevention systems, virtual private network (VPN), network management systems, wireless systems, gateways, surveillance systems (wireless/wired), proxy servers, web server systems (IIS), and Windows File Servers.
- Knowledge of network hardware and peripherals (firewalls, servers, routers, switches, gateways, bridges, hubs, modems, etc.); efficient network hardware and software monitoring systems; and Municipal-supported application software.
They will also possess skills in effective communication (verbal & written, and in expressing technical functions in nontechnical terms); strong problem-solving skills.
