Whatcom County is seeking a proven leader to serve as Engineering Manager for the Design & Construction Section of Public Works’ Engineering Division.  The Design & Construction Section is responsible for all phases of capital transportation improvement projects related to publicly bid contracts for Public Works, including the planning, organization, and coordination of design, permitting, right-of-way, bidding, construction and associated administrative functions.

Primary duties include:

• Development of the Six Year Transportation Improvement Program and Capital Annual Construction Program.
• Overseeing the design and permitting process for capital improvement projects.
• Working with consulting and staff engineers, architects, design professionals, contractors, and other personnel to generate efficient and effective capital projects.
• Negotiating and administering interagency agreements, consultant contracts and publicly bid construction contracts.
• Monitoring construction activities for conformance with plans and specifications.
• Managing project fiscal activities including State and Federal grant applications and reimbursements.
• Overseeing a professional/technical team of 8 engineering staff, including the County survey crew.
