Develops, implements, analyzes, and oversees solid waste operations at the landfill, recycling centers, and other remote locations that provide services to residents and commercial entities within the county. Manages and supervises landfill and recycling personnel and confirms personnel resources are appropriate, reasonable, and properly scheduled to meet customer needs. - Develops, implements, analyzes, and oversees effective solid waste operations to meet customer needs.
- Designs activities to include the objectives, scope, and budget. Consults with senior management or end users, as appropriate, to identify and establish the goals, objectives, needs, or issues related to activities.
- Prioritizes solid waste tasks into short-term and long-term activities based on risk, criticality, and resources.
- Hires, trains, supervises, and disciplines personnel in accordance with county policies and procedures. Ensures employees are knowledgeable of applicable codes, standards, regulations, contracts, and permits and how to prevent, detect, and correct unsafe conditions or violations.
- Plans, coordinates, and manages the schedules, sequences, and assignments for solid waste activities based on workload, priorities, and skill of personnel. Adjusts workload as needed to optimize resources, increase efficiency and effectiveness, accommodate changing priorities, and minimize impact on current or planned activities. Organizes tasks to be performed by court appointed community service workers when available.
- Evaluates work performed by employees and perform quality control reviews to verify work is completed in a safe, efficient, quality, and cost-effective manner. Mediate and resolve disputes, complaints, and claims.
- Ensures all landfill cells are compacted to maximum densities and engineered to design drawing grades to minimize cover requirements, settlement, vectors, and litter; reduce leachate production and odors; prevent contamination of groundwater and surface waters; and extend the life of the landfill. Coordinates design upgrades for more efficient recycling and landfill areas.
- Manges the storage, disposal, and treatment of leachate; monitors landfill gas control systems; and coordinates testing of ground water and gas wells.
- Supervises general maintenance including snow removal, grass cutting, sodding, and erosion control work at County landfills, recycling centers, and other remote locations.
- Advises employees on the available methods for procuring goods or services based on prior experience and knowledge.
- Initiates requisitions for goods and services and ensures asset forms are completed in accordance with county procurement policies. Reviews and codes invoices for payment.
- Prepares, reviews, compares, and evaluates estimates and contracts for goods and services. Applies skills, knowledge, and experience to determine the best option.
- Schedules mandatory inspections and preventive maintenance to maximize the safety, productivity, and life of the landfill and other assets such as equipment, systems, and structures.
- Administers, manages, and oversees contracts to include on-site, processing, and service contract providers and contracts for site maintenance work when the work cannot be effectively or efficiently performed with existing personnel and resources. Resolves disputes, complaints, and claims related to the contracts or contractors.
- Files and maintains records in accordance with county record retention policies.
- Generates and reviews reports as needed or requested for management analysis. Establishes the productivity standards, analyzes results, and makes the necessary adjustments to improve efficiency and achieve better workflow processes, measures, and results.
- Assists with the development, implementation, and review of strategic plans and annual budget for the division. Recommends replacement of obsolete equipment, systems, or structures.
- Analyzes operations, activities, and costs to identify priorities, reduce costs, allocate resources, and strengthen operations.
- Establishes, documents, and updates standard operational procedures for solid waste. Reviews and evaluates new or existing industry standards, codes, regulations, and practices to develop procedures.
- Prepares and reviews accident or injury reports. Assures corrective action plans for violations or concerns are implemented timely and reduce the risk of occurrence.
- Communicates with customers, vendor, contractors, regulatory or oversight agencies, citizens, and other agencies or parties in response to requests for information, to explain work requirements, or to provide guidance.
- Prepares oral and written presentations. Conducts weekly and monthly safety meetings. Leads or participates in meeting or on committees as needed or requested.
- Identify and facilitate repair of ponded areas.
- Performs other duties as assigned.
