OC San is searching for an experienced leader to serve as Environmental Protection Manager (Source Control).
THE POSITION
Under direction from the Director of Environmental Services Department (Director), the Environmental Protection Manager for Source Control (EPM-Source Control) will lead the Resource Protection Division (RPD), which is a highly technical team comprised of engineers, environmental specialists, and inspectors that support all aspects of OC San's pretreatment program, including industrial permitting, non-industrial source control, inspection, monitoring, reporting, and enforcement. The EPM-Source Control is also responsible for implementing inter-agency agreements for pretreatment and dry weather urban runoff diversions.
The EPM-Source Control will manage a team of three (3) supervisors and more than 30 professional and support staff. This person will be involved in the recruitment, assessment, and development of staff; will provide support, training, and coaching for staff; and will have responsibility for the development and administration of the division's budget. This person will serve as a technical resource and be responsible for reviewing critical documents such as compliance orders, customers complaints, and Public Records Act requests. The selected individual will oversee enforcement actions, facilitate consensus building and decision-making, represent OC San in professional organizations as directed by the Director, and sustain high-quality customer service.
THE DEPARTMENT
In its key role of protecting public health and the environment, OC San is committed to meeting the requirements of federal, state, regional, and local regulations for ocean discharge, water reuse, biosolids management, air emissions, industrial waste, runoff management, sewer system operations, asset management, spill prevention, and non-industrial source control. The Environmental Services Department (ESD) enables OC San to respond quickly to new regulations and initiatives while ensuring our organization complies with existing regulations, implements innovative pollution prevention programs, and meet the diverse and evolving analytical needs for water quality and ocean monitoring. ESD is responsible for managing the following OC San environmental and regulatory programs:
- Industrial Source Control. Responsible for permitting, inspection, monitoring, and enforcement of local, state, and federal pretreatment requirements imposed on dischargers of industrial wastewater into OC San’s sewer system. Implement programs designed to control the discharge from residences and businesses of harmful products such as pharmaceuticals, fats, oils, and grease (FOG), and emerging pollutants of concern.
- Non-Industrial Source Control. Responsible for investigating, permitting, inspection, monitoring, and enforcement of local, state, and federal source control requirements imposed on non-industrial discharger to sewer such as urban runoff diversions, commercial establishments, special purpose, emergency, or infrequent discharges, brine line discharge, and contaminants of emerging concern.
- Ocean Discharge Monitoring. Monitor and report on compliance with OC San’s National Pollutant Discharge Elimination System (NPDES) permit that stipulates conditions under which treated wastewater may be discharged into the ocean. Implement OC San’s comprehensive ocean monitoring program.
- Environmental Laboratory. Provide laboratory services, sample collection and data analysis in support of plant operations, air and biosolids compliance activities, source control, ocean monitoring, and water reuse activities.
- Construction Runoff Management. Ensure OC San construction projects and facilities comply with regulatory requirements that prevent pollution from entering the storm drain system and local waterways.
- Biosolids Management. Oversee OC San’s biosolids management system and maintain a diverse portfolio of options for hauling and biosolids products to prevent service interruption and maximize beneficial reuse.
- Air Quality. Ensure all OC San facilities comply with federal and state air quality requirements and participate in the development and implementation of technologies to reduce health risks to surrounding residents and businesses.
- Dry Weather Urban Runoff Diversion. Issue, monitor, and enforce dry weather urban runoff diversion discharge permits in conformance with OC San policy to divert up to 10 million gallons per day of dry weather urban runoff to prevent bacterial contamination of local beaches.
- Underground storage tanks (USTs). Ensure OC San’s USTs comply with state requirements for inspections, testing, permits, and training to prevent soil and groundwater contamination.
- Sanitary Sewer Overflows (SSOs). Monitor and assess compliance with waste discharge regulations for sanitary sewer systems. Oversee the content development and implementation of OC San’s sewer system management plan.
- Environmental Audits. Conduct internal audits of OC San’s operations, equipment, facilities, and contractors to ensure compliance with environmental regulations. Serve as point of contact and subject matter experts when responding to external audits.
EXPERIENCE AND EDUCATION
This position requires a bachelor’s degree from a college or university accredited by the U.S. Department of Education with major coursework in engineering, life sciences, environmental science, business or public administration or a related field and at least eight (8) years of increasingly responsible experience in wastewater treatment or industrial and non-industrial source control, including two (2) years of supervisory experience. A California Class C Driver’s License is also required.
Certifications or relevant training/coursework recognized in the environmental compliance industry are desired, as well as experience working with a Board of Directors, regulatory agencies, and the public.

The ability communicate with all levels of OC San personnel, stakeholders, and the Board of Directors to establish respectful and effective professional relationships is essential. Experience in supervision, management, leading change, coaching, and performance management is required. Extensive knowledge in pretreatment regulations, environmental engineering standards, enforcement practices, and workplace safety is also required. Familiarity and experience with regulations governing potable and non-potable water reuse and urban runoff management are desirable.
Top priorities of the new Manager will be:
- Leadership – Assume full management responsibility for all RPD programs and activities and provide timely and thorough updates to the Director. Collaborate with internal and external stakeholders to promote mutually beneficial initiatives and safeguard OC San from adverse outcomes.
- Compliance and Standards - Ensure discharges to OC San’s collection system comply with federal, state, and local regulations. Safeguard OC San against toxic materials or excessive flows that could compromise employee safety, facility integrity, operational efficiency, service delivery, financial soundness, resource recovery, and regulatory compliance.
- Workforce Planning and Development – Recruit, develop, and retain a team of highly skilled and ethical employees that is dedicated to OC San’s mission and excellence.
- Operational Efficiencies – Identify and champion opportunities in business practices improvements for the division, department, and OC San at large. Actively engage with all divisional employees to identify opportunities for greater efficiencies and performance.
