 The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. &#xa0; The Port of Baltimore&#xa0; plays an integral role as a economic generator and job creator, in addition to maintaining our nation&#39;s supply chain and moving vital goods to industries and consumers. &#xa0;As one of the nation&#39;s top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

 General Role Description: 
 MPA is seeking a motivated, positive, and driven Design Project Engineer to join the&#xa0; MPA Engineering Division. &#xa0; The primary responsibility of this position is to function as a Maryland Licensed Professional Engineer and Team Leader over multidisciplined engineering and construction projects of varying levels of complexity, scope, and fiscal implications in support MPA programs and operations. 
Some essential duties of this position include but are not limited to the following: 
 
 Meets with representatives of various MPA departments (i.e., Operations, Property Management, Cruise Operations, Maintenance, Security, Safety, Environment &#38; Risk Management (SERM), and Information Services), and A&#38;E firms to discuss and review new project scopes or facility improvements proposed by the MPA&#8217;s Executive Management staff. 
 Requests and submits draft documents from A&#38;E firms for each proposed scope of work/project: price proposal(s) for design and construction phase services and schedule(s) for drafting and developing deliverables (i.e., contract technical specifications, plans, and an engineer&#8217;s cost estimate). 
 Reviews price proposals from A&#38;E firms for the proper scope of services, appropriateness of estimated staff hours, potential permitting requirements, and the proposed design submittal schedule. 
 Recommends approval or revision of A&#38;E task price proposals to the Engineering Division&#39;s Deputy Director for Design. 
 Coordinates with A&#38;E firms and the Engineering Division&#39;s Deputy Director for Design to ensure applicable environmental approvals/authorizations are obtained from State and Federal regulatory agencies for the respective projects.&#xa0; 
 Direct A&#38;E firms to revise a project&#8217;s scope or to modify the respective A&#38;E firm&#8217;s proposed engineering services in an effort to: expedite the development of Contract Documents, reflect changes in the project funding or to reflect changes in project scope requested by other MPA Departments. 
 Draft Technical Specifications for projects not assigned to A&#38;E firms. 
 Perform detailed constructability and quality reviews of design document packages submitted by A&#38;E firms. 
 Direct A&#38;E firms to submit Contract Plans to applicable agencies for proper state and/or federal permitting and/or approval. Monitor progress and intervene when necessary if the permitting or approval process is stalling. 
 
 This position reports directly to the MPA Deputy Director of Design within the Engineering Division.  Employees in this class shall be capable of navigating active construction sites and industrial areas, such as, but not limited to walking and driving on uneven surfaces or rough terrain at a project site, climbing ladders, or being exposed to extreme temperatures and/or inclement weather. Minimum Qualifications: Possession of a Maryland Professional Engineer license or a Professional Engineer license in a state with comparable requirements acceptable to the Maryland State Board of Professional Engineers in one of the following construction-related disciplines: civil, structural, mechanical, or electrical engineering is required. &#xa0;Evidence of license must be presented at the time of appointment. 
 The ideal candidate will possess the aforementioned licensure in a marine environment. &#xa0; Experience : &#xa0; One (1) year of experience managing engineering projects as a licensed, professional engineer.

 **Selective Qualification:&#xa0; 
 
 Twelve (12) months of the required experience must involve exercising professional engineering judgment as a licensed Professional Engineer (PE) managing the development of designs or the construction-phase services performed by engineering teams. &#xa0;The candidate shall have experience with the following: 
 
 &#xa0; 
 
 Signing and sealing engineering-level documents; AND/OR 
 Team leader/project manager managing the development of construction contract documents or work orders (for on-call agency-wide contracts) developed by Architectural and Engineering (A&#38;E) design firms, from the scope development stage through completion of construction as-builts. &#xa0; 
 
 For example: 
 
 Performing constructability reviews of design submittals from A&#38;E firms. &#xa0;Design submittal deliverables include contract plans/drawings, technical specifications, engineer&#8217;s estimate, schedules, and/or technical memos or reports. 
 Collaborating with project stakeholders to ensure projects meet the purpose and needs of the customer(s) &#8211; for example: &#xa0;conducting site meetings to discuss project scope, resolving conflicts with operational, IT, or security requirements, leading design review meetings, and presenting project statuses to management of the Engineering Division. 
 Managing the processing of environmental regulatory permitting associated with projects. 
 Reviewing and approving task assignment price proposals and invoices submitted by A&#38;E firms. 
 Managing the budgets and schedules of A&#38;E task assignments. 
 Providing design support to a construction management team during the construction phase of a project - for example: &#xa0;reviewing and responding to Requests for Information (RFIs) from contractors, reviewing material and product submittals from contractors, reviewing contractor price proposals, and resolving conflicts with unforeseen site conditions. ** SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). This role manages planning, procurement, and execution of complex infrastructure projects focused on safety, capacity, and asset preservation, including bridge and highway rehabilitation, facility upgrades, environmental compliance, and hazardous material remediation. 
 The Director also coordinates with regulatory agencies such as the Maryland Department of the Environment (MDE) and the U.S. Army Corps of Engineers (COE) to ensure compliance, while overseeing specialized projects including Bay Bridge improvements, I-95 Express Toll Lanes construction, tunnel repairs, and major bridge rehabilitations. Duties of this position include, but are not limited to, the following: 
 
 
 Provides executive leadership to a workforce of approximately 150&#8211;200 employees and consultant staff, including hiring, performance management, work assignment, and professional development of managers, supervisors, and technical staff such as Certified Construction Managers (CCM) and Professional Engineers (PE); 
 Oversees Architectural/Engineering (A/E) service contracts supporting program delivery, with a total value of approximately $327M; 
 Directs development and management of the Division&#8217;s Capital and Operating Budgets, including forecasting, cash flow, expenditures, and approval of budget adjustments; 
 Establishes organizational structure and staffing strategies, including assessing workforce needs and procuring contracts to supplement staff; 
 Delegates program responsibilities to leadership staff and reviews recommendations to ensure alignment with program goals and performance expectations; 
 Oversees contract administration, including resolution of issues impacting cost and schedule; and 
 Ensures compliance with applicable federal and State regulations, policies, and standards. 
 
 
 This position will report directly to the Chief Engineer. &#xa0; The current vacancy is located in Baltimore County, MD. &#xa0;Hybrid telework schedules may be available for this position.&#xa0;

 CWP is seeking a self-motivated professional with a strong technical foundation, excellent communication skills, and 5+ years of relevant experience to join our team as a Water Resources Engineer or Water Resources Professional. This is a fast-paced position with opportunities to work on a wide variety of projects that improve watershed and stormwater practices across the country. 
 This is a remote position; however, the candidate should ideally be located within driving distance to the CWP office in Fulton, MD as occasional travel to the office as needed to facilitate communication and efficient work progress.
