 Primary Responsibilities 
 
 Participate with the Project Principal, Managing Director &#8211; Retail, and Director of Construction on the site plan, budget model, and schedule for potential new developments. 
 Assist with site investigations documenting pre-construction conditions. 
 Identify any potential issues that may incur additional project costs to overcome (e.g., grading, storm water quality or quantity control, wetlands, floodplains, easements, access, utilities, entitlements). 
 Maintain critical dates, schedule, and document management to track the due diligence/inspection process. 
 Review and analyze project documents including construction plans and specifications, due diligence documents, utility agreements, and municipal code. 
 Familiarity with permitting and entitlement. 
 Travel required 
 
 Qualifications 
 
 Bachelor&#8217;s degree in&#xa0; civil engineering required. 
 Qualified candidates without the relevant experience will have the opportunity for training and practical learning. 
 0 to 3 years of progressively responsible experience in civil engineering, site planning, and land development preferred. 
 Knowledge of site planning, site engineering, and storm water design and management. 
 Knowledge of site development (i.e. conceptual site planning, entitlements, due diligence, engineering). 
 Proficiency in AutoCAD, MS Office, and MS Project is preferred. Working knowledge of MS Visio, Site Ops, SketchUp, and Yardi is a plus.

 Develop, implement, and monitor budget, goals, and objectives; Conduct research and make recommendations to the Director of Public Works concerning decisions and commitments involving large expenditures with significant impact not only on the town organization but also on the community as a whole; develop and manage assigned staff in a fiscally responsible manner. 
 Plan, coordinate, implement, and review the programs and projects of the streets division&#8217;s operations, which includes work plans for assigned projects for items such as project management of streets and storm drainage projects, cost estimates, and program development. 
 This position functions as a member of the Streets Divisions management team and is responsible for planning, coordinating, and directing the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies, and regulations. &#xa0;Develops maintenance plans for assigned work for the street operations. &#xa0;Ensures completion of maintenance plans in accordance with proscribed timeframes and levels of service.

 Serves as a resource for the division; provides administrative and technical staff assistance to the sector. &#xa0;Coordinates services, planning, and work with other divisions, departments, governmental agencies, and community agencies/organizations, such as CDOT, Weld &#38; Larimer Counties, XCEL Energy, and Poudre Valley REA. 
 Responds to citizen&#8217;s request for service on all town-maintained streets and roads, roadsides, rights-of-ways, bridges, medians, sidewalks/curb &#38; gutters, open spaces, easements, storm drainage systems, and other areas within the Town of Windsor within 48 hours. &#xa0;Answers questions and provides information to the public. Investigates concerns or complaints and recommends necessary action to resolve issues. Responds respectfully and professionally to citizens&#8217; complaints and inquiries. 
 Assists the Public Works Director with placing staff on-call for emergency events and planned events such as snow and ice removal and flooding situations. 
 Contribute to the effectiveness of team decision-making and management by providing information, sharing resources, participating and adapting work schedules to accomplish goals and projects. 
 Develop new programs and concepts through extensive analysis and interpretations of data and facts. 
 Makes recommendations for the development and implementation of policies and procedures. 
 Plan utilization of resources such as personnel and equipment to meet normal and emergency conditions; schedule work in a manner to avoid unnecessary delay. 
 Prepare and conduct coaching plans on a regular basis for all direct reports.

 Resolve disputes and implement solutions using sound management and conflict resolution skills. 
 Ensure the completion of daily work progress inputs into Cartography software program, and ensures this data is used to compile reports and maps needed by the Public Works Department. 
 Manage the effective use of the Division&#39;s resources to improve organizational productivity and levels of service.&#xa0; 
 Evaluate operations and services; develop, recommend and implement long-term and short-term improvements.&#xa0; 
 Collect, monitor and analyze Division levels of service to ensure efficiency, effectiveness; creates action plans for improvement as needed. Oversee the development and administration of safety &#38; training programs for conformance with policies and laws; monitor training and work results including evaluation of accidents, injuries and claims.&#xa0; 
 Establish and maintain collaborative relationships with representatives of the community, citizens, employees, and public interest groups. 
 Communicate effectively verbally in face-to-face and one-to-one setting, using a telephone and in person. 
 Develop communication plans and tools to drive proactive messaging; build awareness and positive perceptions of Division activities. 
 Motivate, engage and lead employees in a culture of service. 
 Identify and integrate new technologies into division and town operations. 
 Exercise initiative, sound judgment, and decision making within the scope of authority. 
 Solicit feedback from staff; work to implement new ideas and procedures. 
 Plan, coordinate and arrange for appropriate training of assigned Public Works teams, and ensure that teams support and comply with, engage in and understand applicable safety standards, best practices and town/department safety regulations and expectations, engage in safe work practices, reporting and addressing safety and risk matters appropriately and timely. 
 Review and coordinate department budgets with Director of Public Works; present and defend budget proposal; administer expenditures and revenues through monitoring of budgets; authorize purchases of supplies, materials, and equipment. 
 Asses needs working with the Director of Public Works to determine necessity of capital improvements and equipment acquisition. 
 Make presentations and recommendations to the Director of Public Works, Town Manager, Town Board, staff, citizen advisory groups, community organizations, etc. 
 Review proposed ordinances, regulations, plans, specifications, sketches, notes, prints, and technical reports related to projects and activities for content, accuracy, and feasibility; requisition materials and supplies; maintain detailed record system by collecting, assembling, and analyzing data, and preparing periodic reports. 
 Prepare a variety of reports and projects as requested by the Director of Public Works. Perform related work as required and assigned. May perform as Acting Public Works Director in the absence of the Public Works Director. 
 Provide professional advice on issues to Director, Department Head, Town Manager, and Town Board; presents to supervisors, boards, commissions, civic groups, and the general public.&#xa0; 
 Maintains contact with town employees, vendors, contractors, and the public regarding 
 Prepares annual performance evaluations that clearly define expectations. Documents performance highlights and provides regular feedback to employees. 
 Communicates information from management to staff in an accurate and timely manner. 
 Communicate official plans, policies, and procedures to staff and the general public. Serves as a liaison and maintains contact with town employees, vendors, contractors the public, and other departments as well as state, local, and other public officials regarding town streets, traffic, and rights-of-way. &#xa0; Answer letters of inquiry and addresses public and civic organizations, which inform the public of policies, procedures, and the availability of facilities for public use. &#xa0; 
 
 Independence of Action 
 
 This is one position class where the employee is expected to exercise independent judgment and apply technical and professional skills in achieving work tasks. Work is reviewed through observation, inspection for accuracy and by results obtained. Supervisor is involved on problems of major impact. 
 
 Engineering 
 
 Has advanced knowledge of the town&#8217;s infrastructure and makes valuable recommendations for capital improvement priorities. &#xa0; &#xa0; 
 Advanced knowledge of infrastructure construction materials and methods and able to effectively communicate with construction personnel and manage projects. 
 Engineering design and/or management of town infrastructure projects, including accurate record keeping and compliance with rules and regulations of outside funding agency, if applicable. &#xa0; 
 Directs oversight of related CIP projects and prepares and implements the Division&#39;s CIP-associated projects by making work and budget recommendations, reviewing plans, estimating time, material, and costs, providing technical input, and assisting the Engineering staff as directed. 
 Communicates clearly and appropriately with the public (using good customer service and problem-solving skills) and in various other forums (reports, memos, meetings with a contractors, developers and board meetings). 
 Prepares work schedules for complex projects, develops budgets, and programs activities of project teams. Provides training and coaching of other engineers and technicians.&#xa0; 
 Accurately analyzes data from different surveys and reports (i.e. traffic studies, parking, grading certificates) to make recommendations (reports) for action or in-action or direction as requested. &#xa0; 
 Manage special/complex projects as assigned (i.e. Pavement Management, State and Federal Grants Applications, Flood Plain Management, Drainage, Master Utility Plan etc.) &#xa0;which includes all tracking, record keeping, recommendations and administration. &#xa0;

 Works effectively, respectfully, and efficiently with technical/engineering consultants to revise project designs to achieve compliance with the standards referenced above. &#xa0; 
 Performs related duties as established by law/ordinance or reasonably directed by the town. &#xa0; 
 Ensure that all safety regulations and policies are understood. 
 
 OTHER DUTIES: Depending on organizational need, additional duties may include the following: 
 
 The Public Works Engineering Superintendent position is part of the snow removal program, which includes scheduled on-call responsibilities typically during the months of October to April. &#xa0;The Public Works Engineering - Superintendent is required to review and acknowledge the Snow Guidelines annually.&#xa0; 
 The Public Works Engineering Superintendent position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.

 Problem solving, and analytical ability are required to perform the duties of this position. 
 Excellent communication and interpersonal skills are also required. 
 The incumbent should have knowledge of modern office practices, procedures, and equipment. 
 Must be proficient in the use of word processing programs, spreadsheets and technical/analytical software.
