Serves as a liaison between the department and the public by responding to inquiries and complaints. &#xa0;&#xa0; Assists with the establishment and dissemination of work rules, policies, performance standards, programs and objectives for assigned personnel. Coordinates work crews by allocating employees to crews that have an absent employee(s) or a heavy workload. &#xa0; Ensures that assigned personnel adhere to Athens-Clarke County Unified Government ordinances and codes. &#xa0; Prepares and or reviews time sheets of all assigned employees on a weekly basis. &#xa0; Responds to weekend , evening and holiday emergency calls as needed. &#xa0; Conducts interviews and makes recommendations regarding hiring, promotions, training, and inter-division transfers. &#xa0; Acts as dispatcher, when required. &#xa0; Picks up dead animals and missed refuse, when required. &#xa0; Oversees the clean-up before and after special events. &#xa0; Assists Director with ordinance, policy and procedure creation and maintenance as pertaining to the Collections Division. &#xa0; Manages Solid Waste Department in absence of Director and Assistant Director. &#xa0; Performs other related duties as required. Minimum Training &#38; Experience Required to Perform Essential Job Functions: 
 Bachelor&#39;s degree in related field with three years of related field or management experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. &#xa0; Two years supervisory experience is required.  Analyzes and evaluates efficiencies, ensures the most effective use of resources are being carried out, and consistently seeks methods to improve shop operations while reducing costs. 
 In conjunction with administrative staff, plans the work and priorities of the shop and responds to requests from the Mayor&#8217;s Office, Director of Streets Division, and other policy makers and the public in a timely manner. 
 Oversees the successful implementation and use of various new technologies in the shops including asset management, project management, timekeeping, signal software, network communications, transit signal priority and information systems. 
 Serves as the COVID-19 Lead Manager for the facility, coordinates all daily cleaning tasks and reporting needs, monitors staff&#8217;s adherence to all health and safety protocols, and communicates with the Department Operation Center staff.

 MINIMUM QUALIFICATIONS: 
 
 Baccalaureate degree from an accredited college or university AND eight (8) years of experience in the design, construction, installation, maintenance or repairs of traffic signals, information technology systems or other public infrastructure systems which includes five (5) years of supervisory experience;&#xa0;  OR

 Substitution:

 A proven track record in successful project, program, and service delivery. 
 Bachelor&#39;s Degree in Civil Engineering or closely related field. 
 Professional Engineer (PE) license. 
 Project Management Professional (PMP) or Construction Documents Technologist (CDT) certification desirable. 
 Ten or more years of professional civil engineering experience, including some project management and supervisory experience; experience in a municipal government setting highly desirable. 
 Multi-faceted organizational abilities to concurrently manage a variety of projects, programs, and budgets and to juggle competing priorities. 
 Demonstrated experience preparing requests for proposals, invitation for bids and other solicitations, and preparing resolutions, ordinances, and regulations. 
 Demonstrated experience in presenting and communicating complex issues in an understanding manner, outreach and community engagement on projects, and experience with traffic engineering, plans review, and pavement management programs are preferred. 
 Valid driver&#39;s license and satisfactory driving record.
