 Job Purpose and Summary 
 This position provides support to Engineering staff on a seasonal basis. Work involves providing assistance to construction engineers in the location, design or inspection of various engineering projects. Work is subject to frequent direction and review.

 Essential Functions &#38; Responsibilities 
 Participates and assists with various construction engineering projects, both in the office and in the field. 
 Reviews roadway, bridge, and traffic construction criteria. 
 Reads and interprets inspection/testing reports, engineering drawings/specifications and various maps, including topographic maps. 
 Assists construction inspection, field measurement, and/or quantification of various project related items required for the construction of the project. 
 Attends meeting, workshops, and professional development trainings on various aspects of organizational business policies and procedures. 
 Performs departmental documentation and administrative tasks as needed. 
 Establishes and maintains effective working relationships with professional associates, supervisors, and engineering firms. 
 Uses situational awareness to anticipate and prevent accidents.&#xa0;&#xa0; &#xa0; 
 Performs related work as required.

 Qualifications 
 High school diploma or equivalent certificate. 
 Must be currently enrolled into their sophomore, junior or senior year of a post-secondary educational program and be majoring in Civil, Mechanical, Industrial, or Electrical Engineering for the upcoming fall semester.

The primary responsibility will include analysis and interpretation of results, preparation and reviewing of final test reports, and reporting of karyotyping, FISH, microarray, and OGM analysis in oncological, prenatal, and postnatal specimens. 
 The Assistant/Associate Laboratory Director will assist the Medical Director in the overall direction, supervision, and administration of the operations related to specimen handling, testing, and reporting in an accurate, proficient, and expedient manner while ensuring client and patient confidentiality. Working in an academic laboratory with state-of-the-art testing technologies, the candidate will be expected to develop and validate in-house assays for applications in oncology and other areas of clinical relevance. Other responsibilities include helping in the maintenance of standard operating procedure manuals, and quality control practices, and directing cytogenetics technical staff in the performance of proficiency testing programs as required by the regulatory and licensing agencies (CLIA, CAP).&#xa0; 
 The Assistant/Associate Laboratory Director will closely interact within the Division of Molecular &#38; Genomic Pathology at the University of Pittsburgh Medical Center and will participate in the education of Pathology and OB/GYN residents/fellows, as well as training of LGG fellows through the ACGME-accredited program. Innovation is an important part of our activities, and we expect that the candidate will participate in publishing, collaborating, and developing new tests.  We are seeking a Senior Transportation Planner to support the management of transportation data sets; management of our Geographic Information Systems (GIS); the use, development, and maintenance of our regional travel demand model; transportation planning data analysis activities; and other transportation planning tasks as assigned. The Senior Transportation Planner will be supervised by the Executive Director and the Director of GIS/Data Services. 
 Ideal candidates are experienced, have excellent writing and communication skills, are self-starters, are passionate about planning for a multi-modal regional transportation system, and are capable of managing multiple tasks concurrently with a minimal amount of supervision. 
 Job Responsibilities 
 
 Perform various duties related to the development and maintenance of the regional travel demand model, the STEP Model, which runs in PTV VISUM software. 
 Support the use of VISUM and other modeling tools such as Replica. 
 Support the preparation of a regional household travel survey. 
 Support the management of the Transportation Council&#8217;s data and update transportation related data sets as needed. 
 Support the management of a data collection contractor. 
 Create, maintain, and organize GIS data and project files. 
 Support the management of ArcGIS online accounts. 
 Assist in the development and maintenance of major Transportation Council products including the capital program known as the Transportation Improvement Program (TIP). 
 Assist with the management of consultant led planning activities including developing Requests for Proposals, Requests for Expressions of Interest, reviewing consultant proposals, and reviewing consultant developed products.

 Develop and implement departmental goals, objectives, policies and procedures. 
 Plan, organize and direct Electrical Engineering activities including the design, modification, construction and project management of electrical engineering projects related to the District&#39;s transmission and distribution system. 
 Direct, oversee and participate in the development of the Electrical Engineering work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures. 
 Prepare the Electrical Engineering budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget. 
 Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the Department. 
 Provide detailed and high level engineering oversight for projects related to the design and construction of transmission and distribution systems. 
 Evaluate and optimize current designs and develop standards for engineering design. 
 Review and approve the preparation of drawings, maps, reports, specifications, cost estimates and material evaluations to support the, operation of the District&#39;s electrical system.

 Organize, clean, and process large-scale clinical data. Ensure data quality and integrity throughout the project lifecycle. 
 Integrate and manage large-scale genomic datasets with clinical and epidemiological data. 
 Develop and implement custom analytical pipelines for processing and analyzing genetic and genomic data.

 I.&#xa0; Purpose of Job &#xa0;&#xa0; 
 Under limited supervision supports the Director of Engineering and Traffic Engineer III in the collection, analysis and maintenance of traffic/transportation/ITS data; may be responsible for supervising staff members in the Traffic Operations Center (TOC); reviewing engineering criteria for various types of plans and related administrative work.&#xa0; Responsibilities may include reviewing development plans for compliance to City specifications, functioning as a project manager for capital improvement projects, and providing technical knowledge to City Staff, elected officials and the general public. 
 &#xa0; 
 II. Essential Job Duties&#xa0; 
 Traffic and Transportation Engineer I: 
 A.&#xa0; Plans examination 
 Provides overall guidance and resolves complex design problems associated with the review of traffic/transportation/ITS data for development plans, site plans, subdivisions and City projects for compliance with applicable regulations; evaluates studies, reports and comments concerning such plans; identifies required changes and oversees the preparation of departmental responses to the submitted plans.&#xa0; Coordinates plan review and staff comments with other necessary departments.&#xa0; 
 B.&#xa0; Project management 
 
 Assists Traffic Engineer II and/or Traffic Engineer III in project management duties as it relates to traffic/transportation projects. 
 Acts as liaison and/or Department representative at project meetings when Traffic Engineer II and/or Traffic Engineer III cannot be present. 
 Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects. 
 
 C.&#xa0; Provides Technical expertise 
 
 Performs engineering work related to the planning, design, construction, and modification of public capital works and development projects with a specialty in Traffic, Transportation, ITS and other items. 
 Provides advice and problem-solving expertise on especially difficult and novel engineering problems in area of specialty. 
 Investigates complaints related to public works infrastructure, traffic operations, developments, projects and construction. 
 Performs engineering work related to the planning design, construction and modification of public capital works projects for Traffic, Transportation and other items. 
 Monitors and adjusts traffic signal timings as needed and with approval of the Traffic Engineer III. 
 
 D. Strategic planning 
 
 Assists in the development and updating of planning documents for traffic and transportation (ITS Master Plan and, Congestion Management Program, Comprehensive Transportation Plan and Traffic Signal Capital Improvement Budget). 
 
 E. Administrative 
 
 Reviews federal grant applications and oversees any grant monies received. 
 Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities. 
 May oversee administrative operations of more complex functions within Engineering.

 Creates project estimates and ensures that projects that are managed by this position stay within prescribed budget. 
 Manages traffic engineering and/or planning contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints. 
 Reviews and accepts/rejects work performed under contract, and negotiates changes to the work as required. 
 Manages, Monitors and makes recommendations relating to consultant selection, fee negotiations, project progress, performance and completion reports, purchase requests, requisitions, change orders, oversees invitation/receipt of bids and reports of claims against the City. 
 Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects in relation to traffic engineering principles and standards. 
 
 C.&#xa0; Provides Technical expertise 
 
 Performs engineering work related to the planning, design, construction, and modification of public capital works and development projects with a specialty in Traffic, Transportation, ITS. 
 Provides advice and problem-solving expertise on especially difficult and novel engineering problems in area of specialty. 
 Investigates complaints related to public works infrastructure, traffic operations, developments, projects and construction 
 As a registered Engineer, performs and certifies engineering work related to the planning design, construction and modification of public capital works projects for Traffic, Transportation and other items. 
 Creates, monitors and adjusts traffic signal timings as needed. 
 Develops complex traffic engineering models and collects and interprets associated data management associated with traffic engineering models. 
 Collects and analyzes traffic data for reports, presentations, etc. 
 
 D. Strategic planning 
 
 Reviews and comments on planned development traffic impact studies 
 Creates complex traffic planning models for future traffic growth and impacts 
 Develops and updates planning documents for transportation (ITS Master Plan and, Congestion Management Program, Comprehensive Transportation Plan and Traffic Signal Capital Improvement Budget). 
 
 E. Administrative 
 
 Creates and give presentations in public meetings, including interaction with the public 
 Oversees grant monies received via applicable project management procedures (TDOT local programs). 
 Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities as it pertains to traffic engineering. 
 May oversee administrative operations of more complex functions within Engineering. 
 
 F.&#xa0; Performs supervisory duties 
 May supervise and evaluate TOC personnel, handling employee concerns and problems, counseling, disciplining and completing employee performance evaluations. 
 
 Directs work and trains employees. 
 Assist the Director of Engineering,&#xa0;and the Traffic and Transportation Engineer III&#xa0;in the development and implementation of goals and objectives; implements policies and procedures.

 Job Content Knowledge: 
 
 Proficient with computers and Microsoft products (Word, Excel, Outlook, etc.), Adobe and Bluebeam.

 Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of CEQA, NEPA, Title VI and ADA. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District&#8217;s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District&#8217;s systems as they become available on-line.  Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate 
 Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops. &#xa0;Recommends specific improvements based on these evaluations
