Applicants should have a strong interest in hydrology, aquatic ecology, and natural resource management.

 Location:  Oneida, TN 
 Fieldwork will be in National Park Service units in four southeastern states (KY, NC, TN and VA). These are large natural resource parks protecting some of the most significant ecosystems in the Southern Appalachians, including cliff-lined river gorges (Big South Fork National River and Recreation Area, Obed Wild and Scenic River), and montane forests (Blue Ridge Parkway).

 Living Allowance:  The ACE member will serve approximately 40 hours/week and receive a living allowance of $312.50/week for food, housing, and incidentals paid out biweekly. While traveling for projects, accommodations will include motels and park housing; reimbursable travel expenses are covered by the ACE.

 Position Description:  This is a twelve-month position with the NPS Appalachian Highlands Inventory and Monitoring Network (APHN) where the ACE member will serve as a member of a team that conducts field-oriented natural resources monitoring. Duties are mainly assisting with field data collection, data management and related laboratory testing for the Network&#39;s water quality monitoring program. Other duties may include assisting with freshwater mussel and vegetation monitoring. 
 Assist APHN staff with a variety of field-oriented projects, including: 
 
 Water quality monitoring. Duties may include assisting with operation and maintenance of data sondes used to collect continuous water quality data, as well as assisting with collection of discrete water quality samples; 
 Operation and maintenance of water quality meters, and laboratory instruments and equipment; 
 Entering and quality-checking continuous and discrete water quality monitoring data using Microsoft Access and Excel, and other proprietary database software; 
 Occasionally providing field and data management assistance for other long-term monitoring projects, including freshwater mussel and vegetation monitoring; 
 Entering data and species occurrence information (from legacy reports and collection records) in databases and spreadsheets, using Microsoft Access and Excel, and other proprietary database software; 
 Field operation and basic management of Global Positioning System (esp. Garmin) instruments and data; 
 Creating basic Geographic Information System maps (with ESRI&#39;s ArcGIS software) for natural resources inventory and monitoring projects; 
 Organizing and carrying out field logistics to support monitoring teams of two or more people.

 Training:  APHN will provide field training and experience using a variety of water quality monitoring instruments and techniques, as well as techniques for vegetation and freshwater mussel monitoring. Training and skills will be provided in data manipulation using Microsoft Excel, Microsoft Access, ESRI ArcGIS software, as well as other proprietary software, including Aquatic Informatics&#39; Aquarius software, Garmin GPS software, and National Park Service natural resources inventory and monitoring databases. Training will be provided in Wilderness First Aid and Operational Leadership (a safety awareness course).

ESSENTIAL JOB FUNCTIONS: 
 Implement, support, and manage City compliance with the City&#8217;s Western Washington Phase II Municipal Stormwater Permit (MS4 Permit) program requirements, including preparing Annual Reports, Stormwater Management Program (SWMP) Plans and other documentation as needed to comply with the MS4 Permit conditions. 
 
 Identify, develop, implement, and manage all necessary City policies and activities needed for MS4 Permit compliance policies, including department training, record keeping, and code enforcement. 
 Develop, maintain, and communicate to City colleagues and the general public a current knowledge and understanding of MS4 Permit requirements and regulatory trends as necessary to function as a City subject matter expert. 
 Implement, coordinate, and maintain a system for tracking of all MS4 Permit requirements and the City of Mill Creek&#8217;s activities to comply with these conditions and requirements. This includes, but is not limited to: public education and outreach, public involvement and volunteer participation programs, illicit discharge detection and investigation, spill reporting, water quality test reporting controlling runoff from development/construction, and annual report preparation.

Develop and coordinate improvements to the program as needed.&#xa0; Implement and coordinate with City personnel and members of the public field identification and investigation of sources of pollutants entering stormwater utility systems.&#xa0; Educate property owners on the importance and types of pollution sources, conduct pollution source control inspections for local businesses, conduct and coordinate outfall screenings and other pollutant source-tracking, and assist with complaint investigations, correction methods, and/or code enforcement activities as needed to support elimination of pollutant sources through appropriate means.&#xa0; Communicate reliably and effectively with affected members of the public and monitor improvements to ensure effectiveness and sustainability. 
 Assist and support the City Spill Reporting program, including developing and coordinating spill reporting documentation and communication with the Department of Ecology and other agencies. Develop and maintain spill reporting education activities for City departments, outside franchises providing public services in the City, and the general public. 
 
 
 Implement and monitor water quality sampling and testing of surface waters and stormwater facilities as a part of the City on-going surface water monitoring programs.&#xa0; This includes developing and implementing protocols, field sampling activities, coordinating analytical laboratory testing, and creating and maintaining spreadsheets to analyze data and monitor trends.&#xa0; This includes regular data reporting to the Department of Ecology. 
 Perform and coordinate field inspections of public and private stormwater facilities. Maintain inspection records, and communicate inspection results with either City maintenance staff or private stormwater facility owners. 
 Prepare and maintain a tracking system for regular and responsive maintenance of City stormwater facilities as required by MS4 Permit compliance.&#xa0; Coordinate maintenance needs with the City Engineer and the Public Works Supervisor for the City&#8217;s operations and maintenance personnel.&#xa0; Assist and support the City Engineer in developing and managing additional outside contracts for surface water utility maintenance work.

 Licenses/Certifications required: 
 
 Valid Washington State driver&#8217;s license and an insurable driving record, or ability to obtain them within one (1) month of hire.&#xa0;&#xa0; 
 Certification as an Erosion and Sediment Control Lead (CESCL), or ability to obtain within twelve months of hire.

 Competent with ESRI ArcGIS software.

 Contribute to the development and implementation of product test plans including verification and validation of products and processes. 
 Serve as a resource in validations, applicable to processes and product. 
 Perform standard quality engineering reviews (including change reviews) of design documentation for compliance with stated requirements, including supplier quality and company quality records. 
 Work with manufacturing and engineering to address supplier quality; making improvements to operations to enhance efficiency and quality. 
 Work with Manufacturing Engineering and Materials in shared ownership of the MRB process and serve as the quality representative on the Materials Review Board.

 Summary of Position 
 Ensures that the quality system enables processes yielding a high level of quality meeting or exceeding customer requirements. The Quality Engineer will create and update quality processes and procedures supporting the QMS. Will create and implement a system to measure and monitor performance and report findings. The Quality Engineer will lead quality improvement projects based on external and internal data using statistical and Lean methodologies and tools. The Quality Engineer supports the Sales organization in reviewing and approving new and existing customer specifications and requirements during new product, and /or account onboarding.  Coordinates and conducts product, process, and quality system audits to ensure the quality system meets internal, customer, and regulatory requirements. 
 Responsible for reviewing customer specifications and determining processes and tools needed to meet those requirements. 
 
 
 Interpret Engineering Drawing (Third Angle Isometric Projects, GD&#38;T) to provide direction to Sales, and Operations on costing and inspections methods/tools. 
 Documents and lead resolution of customer quality issues using formal problem-solving tools such as 8D, or 6- sigma methods. 
 Creates quality reports showing (highlighting) trends and critical issues (that need) resolution. 
 Collaborates with OpEx team on improvement initiatives. 
 Creates and updates Control plans, Inspection Plans, First Article Inspection Reports (FAIRs), PPAP: Production Part Approval Process, APQP: Advanced Product Quality Planning. 
 Drives key quality performance metrics to reduce scrap and increase output; i.e., customer claims, material/part review boards, On-time Delivery, Cost of Quality, Customer Scorecards, etc. 
 Issues vendor complaints, corrective actions, and works with Purchasing, Supplier Quality on resolution 
 
 Education: 
 
 Bachelor&#8217;s Degree, or based on experience and attainment of ASQ Certification as Quality Engineer. 
 
 Preferred Requirements: 
 
 Experience in metal/machining processes 
 
 
 Certification in Lean six-sigma 
 Experience working with a quality system registered to Aerospace, Automotive, or Medical quality standard
