								<description>Rochester, Minnesota,  Nature of Work: The Senior Plans Examiner is a member of the City Of Rochester Development Services Infrastructure (DSI) Team. The primary responsibility of the position is the review of construction documents, specifications and calculations submitted to DSI as part of the building permit process for new construction, alteration and/or repair of commercial and residential projects to ensure compliance with the State Building Code with an emphasis on structural compliance. 
 This position may also conduct field inspections of new and existing buildings during construction by comparing actual construction to approved plans and resolve discrepancies by providing technical advice and assistance to architects, engineers, contractors and/or designers regarding code compliance.&#xa0;The position is also responsible for training and advising staff in all applicable structural codes and technological specifications, and meeting with structural engineers to resolve code related issues and interpretations.&#xa0;The Senior Plans Examiner will also be expected to conduct plan review for non-structural commercial and residential projects.&#xa0; 
 The Senior Plans Examiner is part of the DSI team that promotes an overall positive customer service experience within the development services area and contributes to the City&#39;s vision to create a vibrant, compassionate and innovative team.  Knowledge of the theory, principles, research methodologies, and practices of transportation and land-use planning (e.g. standards and requirements of ministries and governing bodies) 
 Analytical skills and experience with technical analysis, undertaking literature reviews, and conducting internet and survey research using spreadsheets and database applications (e.g. Word, Excel, Access)

 Actively works&#xa0;with&#xa0;transportation and mobility staff&#xa0;and other city departments&#xa0;to effectively integrate&#xa0;Vision Zero,&#xa0;transit-oriented development, active&#xa0;transportation options&#xa0;and&#xa0;transportation demand management into&#xa0;city policies,&#xa0;land use regulations,&#xa0;city code,&#xa0;requirements, etc.&#xa0;

 Coordinates&#xa0;with regional stakeholders and state and federal agencies on transportation policy, priorities and programs focusing on multimodal solutions to moving people into, out of and within&#xa0;the City of Boulder.&#xa0;

 3. Develops, implements, and monitors&#xa0;the&#xa0;division&#xa0;budget and coordinates with&#xa0;other division managers&#xa0;on&#xa0;the overall&#xa0;T&#38;M department&#xa0;budget. &#xa0;May solicit external funding support, such as grants, for new projects. &#xa0;May perform cost&#xa0;benefit analyses for new programs.  Communicates&#xa0;with TAB members regarding projects and programs related to the TAB&#8217;s charge.&#xa0; 
 
 
 Supervises&#xa0;and supports&#xa0;staff in the preparation and presentation of information to the TAB.&#xa0;

 5. Responds to questions from the public and press and presents information to City staff, advisory boards, City&#xa0;Council&#xa0;and&#xa0;regional and state&#xa0;agencies. Ensures that public information and outreach is coordinated with the Communications&#xa0;and Engagement Department. Composes memoranda, reports, correspondence, and agenda items for boards and City Council.&#xa0;Coordinates&#xa0;development of public outreach/input materials (e.g. customer surveys, brochures, fact sheets) and grant proposals.&#xa0;

 7.  2.  5. Responds to questions from the public and press and presents information to City staff, advisory boards, City&#xa0;Council&#xa0;and&#xa0;regional and state&#xa0;agencies. Composes memoranda, reports, correspondence, and agenda items for boards and City Council.&#xa0;Coordinates&#xa0;development of public outreach/input materials (e.g. customer surveys, brochures, fact sheets) and grant proposals.&#xa0;
