 Ability to work flexible hours demanded by a transit operation environment 
 A valid driver&#8217;s license, current auto insurance, and a safe driving record at all times during employment with VRE.

 A strong portfolio in rail or transit experience and familiarity with VRE.&#xa0; 
 
 Essential Functions 
 
 Provides management and supervision of the engineering and/or construction elements of VRE capital projects. Coordinates project management responsibilities, reviews project progress, identifies deficiencies and opportunities, and recommends solutions. 
 Functions as project manager leading the management, scheduling, coordination, monitoring and execution of various capital projects constructing new and/or improvements to railroad tracks, signals, bridges, tunnels, communications infrastructure, passenger stations, parking lots/structures, yards, and maintenance facilities. 
 Promotes a safe and healthy work environment and monitors strict adherence to the safety rules promulgated by VRE and its host railroads. 
 Monitors and reports activities performed by VRE staff, railroad force account employees, consultants and contractors including, but not limited to, planning studies, environmental assessments, design, engineering, and construction.&#xa0; 
 Develops project scopes of services and engages in activities related to the procurement of contractors and consultants. 
 Coordinates project design and construction activities directly with host railroads and local jurisdictions. 
 Establishes procedures for and maintains documentation of project management plans, project controls, finances, progress reporting for assigned projects typically ranging in value from $100,000 to $50 million. 
 Ensures adherence to budget, scope, and schedule on multiple projects simultaneously. 
 Maintains awareness of and ensures project compliance with possible restrictions on project funding sources. 
 Establishes and maintains quality control and assurance on assigned projects. 
 Reviews and approves design drawings and specifications for construction projects and studies.

Our service area encompasses a&#xa0; 15-state region &#xa0;of the central and western U.S. where our more than 17,000 circuit mile transmission system carries electricity from 57 hydropower plants operated by the&#xa0; Bureau of Reclamation ,&#xa0; U.S. Army Corps of&#xa0;Engineers &#xa0;?and&#xa0;the International Boundary and Water Commission.&#xa0;Together, these plants have an installed capacity of 10,504 megawatts. We sell our power to preference customers such as Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts and Native American tribes. They, in turn, provide retail electric service to millions of consumers in the West. 
 SUMMARY: 
 Serves as the Sierra Nevada Region&#39;s (SNR) Director, Transmission and Construction as a direct report to the Regional Manager, which includes transmission lines and substations maintenance, engineering and construction. Manages, plans, and coordinates work activities required for the maintenance, replacement and rehabilitation of the power transmission system and the administration of the maintenance portions of associated power contracts.&#xa0;Plans, directs, executes, and assures efficient maintenance of complex power transmission facilities in the Region, including transmission lines, substations; communications, meter, relay, control and protection facilities. Directs a diverse workforce of approximately 71 employees through subordinate supervisors. Establishes annual and multi-year goals and work plans for the work directed. Assures implementation, by subordinates, of the goals and objectives for the programs directed. Responsible for the development of project management plans including descriptions, program schedules, budget estimates, and justification data for planned system additions and modifications, and major new projects and interconnections with new or existing customers, independent power producers, and renewable resource power developers. Exercises primary Regional staff responsibility for the long-range planning of transmission system replacements and modifications, preparing needs assessments for transmission lines and substation replacements and modifications reviewing construction and supply specifications and manufacturer&#39;s instruction books and drawings, and representing the Region in engineering and planning functions with other systems, pools, and councils. Ensures on-the-job safety and health of all employees supervised. Identifies and corrects job safety and health hazards, instructs employees on safety requirements for job assignments, and reviews and reports loss incidents in accordance with WAPA&#39;s regulations and Office of Workers&#39; Compensation regulations.
