 Water Resources Engineer Expectations: 
 
 You&#8217;ll be responsible for planning, analysis, evaluation, design, and coordination for small projects, or as part of a team on larger projects, such as municipal water and wastewater treatment, wastewater collection, water distribution system improvements, drainage, etc. 
 You&#8217;ll use your communication skills to correspond with small communities to obtain data and write about the findings in a way that is clearly understood by all

 You will be involved in the analysis of pipe hydraulics, pump system design, equipment selection, and alternative evaluations on various projects. 
 Must be willing to take on a variety of tasks over and above your job description to serve our small town clients with a variety of infrastructure related challenges 
 Facilitate communication between all stakeholders, before, during, and after construction 
 Responsibility for permitting will be on your shoulders; you will be walking through the permitting process at every stage to ensure the project has received all necessary clearances

 Water Resources Engineer Skills and Experience: 
 
 B.S. Degree in Civil Engineering or Environmental Engineering

 Candidate assumes the following functional responsibilities and must possess experience in these areas: 
 
 Review testing plans / test procedures submittals and Requests for Information (RFI), as directed and provide input. 
 Interpret plans, specifications and other contract documents to ensure work compliance. 
 Assist in coordination of contractor&#8217;s railcar commissioning and acceptance testing activities. 
 Witness static functional and dynamic car testing by the contractor; identify any failures / issues and recommend corrective action to the client. 
 Witness, inspect and track various field modifications performed on the vehicles

 Perform fleet wide surveys as requested, record and track any and all non-conformance occurrences

ESSENTIAL JOB FUNCTIONS: 
 Implement, support, and manage City compliance with the City&#8217;s Western Washington Phase II Municipal Stormwater Permit (MS4 Permit) program requirements, including preparing Annual Reports, Stormwater Management Program (SWMP) Plans and other documentation as needed to comply with the MS4 Permit conditions. 
 
 Identify, develop, implement, and manage all necessary City policies and activities needed for MS4 Permit compliance policies, including department training, record keeping, and code enforcement. 
 Develop, maintain, and communicate to City colleagues and the general public a current knowledge and understanding of MS4 Permit requirements and regulatory trends as necessary to function as a City subject matter expert.

 Maintain and manage the City implementation of an illicit discharge detection and elimination program. Develop and coordinate improvements to the program as needed.&#xa0; Implement and coordinate with City personnel and members of the public field identification and investigation of sources of pollutants entering stormwater utility systems.&#xa0; Educate property owners on the importance and types of pollution sources, conduct pollution source control inspections for local businesses, conduct and coordinate outfall screenings and other pollutant source-tracking, and assist with complaint investigations, correction methods, and/or code enforcement activities as needed to support elimination of pollutant sources through appropriate means.&#xa0; Communicate reliably and effectively with affected members of the public and monitor improvements to ensure effectiveness and sustainability. 
 Assist and support the City Spill Reporting program, including developing and coordinating spill reporting documentation and communication with the Department of Ecology and other agencies. Develop and maintain spill reporting education activities for City departments, outside franchises providing public services in the City, and the general public. 
 
 
 Implement and monitor water quality sampling and testing of surface waters and stormwater facilities as a part of the City on-going surface water monitoring programs.&#xa0; This includes developing and implementing protocols, field sampling activities, coordinating analytical laboratory testing, and creating and maintaining spreadsheets to analyze data and monitor trends.&#xa0; This includes regular data reporting to the Department of Ecology. 
 Perform and coordinate field inspections of public and private stormwater facilities. Maintain inspection records, and communicate inspection results with either City maintenance staff or private stormwater facility owners. 
 Prepare and maintain a tracking system for regular and responsive maintenance of City stormwater facilities as required by MS4 Permit compliance.&#xa0; Coordinate maintenance needs with the City Engineer and the Public Works Supervisor for the City&#8217;s operations and maintenance personnel.&#xa0; Assist and support the City Engineer in developing and managing additional outside contracts for surface water utility maintenance work. 
 Identify and tracking grant funding opportunities to support, maintain, and/or improve the City surface water utility and City surface water management programs. &#xa0;Assist in the preparation of grant application materials.&#xa0; Maintain and implement grant documentation and reporting requirements in coordination with the City Engineer and the City of Mill Creek Finance Department. 
 Conduct research and study new methods and applications related to surface water utility and/or surface water/drainage management; develop and present recommendations to City management based on best practices, field observations and technical expertise.&#xa0; 
 Assist with meetings with citizens and citizen groups, homeowners&#8217; associations and business associations as necessary to respond to inquiries, complaints and requests from property owners and the general public that related to surface water management subjects.

 EXPERIENCE - Ten (10) years of progressively responsible professional experience in an engineering design and construction program, preferably in a public utility environment, three (3) of which should be in a program-management capacity, or three (3) years of experience as a Senior Civil Engineer with the District.&#xa0;&#xa0; In addition to the program management experience, strong wastewater process knowledge is highly desirable. 
 EDUCATION - Equivalent to a bachelor&#39;s degree from an accredited college or university with major coursework in civil engineering or directly related engineering field, such as mechanical or chemical engineering. 
 LICENSES/CERTIFICATIONS - A valid certificate of registration as a Professional Engineer issued by the State of California; and a valid California driver&#39;s license and the ability to maintain insurability under the District&#39;s Vehicle Insurance Policy.

 The Role: 
 The position is accountable to Electronics Development Manager in Seneca Falls. Candidate will conduct engineering activities at both the software and hardware level in support of both new product development and the support of existing products. Will design, document, test and integrate software written in various languages. Will design, document and test hardware and support that development from prototype build to manufacturing release. Power electronics development experience preferred. 
 Essential Duties/Principal Responsibilities: 
 
 Experience with writing, testing and releasing software/firmware for embedded systems. 
 Use of recognized best practices for software development such as version control infrastructure, design, documentation, test, debug and integration procedures. 
 Use of recognized best practice hardware development methodologies and processes such as PWB/PCB design, circuit design to automated assembly standards. Prototype build and test, manufactured parts validation and support through to product release. 
 Experience with control systems design, implementation and testing. 
 Experience with design and development of digital and analog electronics. 
 Participation in Xylem Watermark volunteer activities 
 
 &#xa0; Minimum Qualifications: Education, Experience, Skills, Abilities, License/Certification: 
 
 3+ years relevant experience with a BS in Electrical Engineering and/ or Computer Engineering or related field or equivalent combination of education and experience. 
 Excellent communication skills both verbal and written, ability to work effectively in a team environment, ability to work effectively on multiple projects. 
 Knowledge of microcontrollers, embedded architectures, embedded systems design 
 Demonstrated high proficiency with common programming languages such as C, C++, Python, etc. 
 Demonstrated knowledge of design and development of digital and analog electronics. 
 Proficiency with automated electrical/electronic design tools (Altium, OrCAD, PADs, etc.) 
 Working knowledge of common test and emulation tools such as MatLab, LabView etc. 
 
 Preferred Experience/Knowledge/Skills: 
 
 Application of Variable Frequency drives (VFDs) from fractional horsepower to 100KW. 
 Application of induction motors in combination with VFDs from fractional horsepower to 100KW. 
 Experience in power electronics design and application including VFD architectures, AC-DC converters, EMC Filters, Power Factor correction technology. 
 Experience with single phase and three phase motor technologies and their association with VFDs and the application of VFD/Motor combinations in an industrial control environment. 
 Experience with pumps and pumping systems. 
 Experience with use and implementation of wireless communication protocols 
 Practical experience with CAD tools such as ProE, Creo 
 
 Work Environment: 
 
 Office: Standard office equipment; work usually performed in an office setting free from any disagreeable elements.
