 Water Resources Engineer Expectations: 
 
 You&#8217;ll be responsible for planning, analysis, evaluation, design, and coordination for small projects, or as part of a team on larger projects, such as municipal water and wastewater treatment, wastewater collection, water distribution system improvements, drainage, etc. 
 You&#8217;ll use your communication skills to correspond with small communities to obtain data and write about the findings in a way that is clearly understood by all

 You will be involved in the analysis of pipe hydraulics, pump system design, equipment selection, and alternative evaluations on various projects. 
 Must be willing to take on a variety of tasks over and above your job description to serve our small town clients with a variety of infrastructure related challenges 
 Facilitate communication between all stakeholders, before, during, and after construction 
 Responsibility for permitting will be on your shoulders; you will be walking through the permitting process at every stage to ensure the project has received all necessary clearances

 Water Resources Engineer Skills and Experience: 
 
 B.S. Degree in Civil Engineering or Environmental Engineering

 Develop, maintain, and communicate to City colleagues and the general public a current knowledge and understanding of MS4 Permit requirements and regulatory trends as necessary to function as a City subject matter expert. 
 Implement, coordinate, and maintain a system for tracking of all MS4 Permit requirements and the City of Mill Creek&#8217;s activities to comply with these conditions and requirements. This includes, but is not limited to: public education and outreach, public involvement and volunteer participation programs, illicit discharge detection and investigation, spill reporting, water quality test reporting controlling runoff from development/construction, and annual report preparation. 
 Maintain and manage the City implementation of an illicit discharge detection and elimination program. Develop and coordinate improvements to the program as needed.&#xa0; Implement and coordinate with City personnel and members of the public field identification and investigation of sources of pollutants entering stormwater utility systems.&#xa0; Educate property owners on the importance and types of pollution sources, conduct pollution source control inspections for local businesses, conduct and coordinate outfall screenings and other pollutant source-tracking, and assist with complaint investigations, correction methods, and/or code enforcement activities as needed to support elimination of pollutant sources through appropriate means.&#xa0; Communicate reliably and effectively with affected members of the public and monitor improvements to ensure effectiveness and sustainability. 
 Assist and support the City Spill Reporting program, including developing and coordinating spill reporting documentation and communication with the Department of Ecology and other agencies. Develop and maintain spill reporting education activities for City departments, outside franchises providing public services in the City, and the general public. 
 
 
 Implement and monitor water quality sampling and testing of surface waters and stormwater facilities as a part of the City on-going surface water monitoring programs.&#xa0; This includes developing and implementing protocols, field sampling activities, coordinating analytical laboratory testing, and creating and maintaining spreadsheets to analyze data and monitor trends.&#xa0; This includes regular data reporting to the Department of Ecology. 
 Perform and coordinate field inspections of public and private stormwater facilities. Maintain inspection records, and communicate inspection results with either City maintenance staff or private stormwater facility owners. 
 Prepare and maintain a tracking system for regular and responsive maintenance of City stormwater facilities as required by MS4 Permit compliance.&#xa0; Coordinate maintenance needs with the City Engineer and the Public Works Supervisor for the City&#8217;s operations and maintenance personnel.&#xa0; Assist and support the City Engineer in developing and managing additional outside contracts for surface water utility maintenance work. 
 Identify and tracking grant funding opportunities to support, maintain, and/or improve the City surface water utility and City surface water management programs. &#xa0;Assist in the preparation of grant application materials.&#xa0; Maintain and implement grant documentation and reporting requirements in coordination with the City Engineer and the City of Mill Creek Finance Department. 
 Conduct research and study new methods and applications related to surface water utility and/or surface water/drainage management; develop and present recommendations to City management based on best practices, field observations and technical expertise.&#xa0; 
 Assist with meetings with citizens and citizen groups, homeowners&#8217; associations and business associations as necessary to respond to inquiries, complaints and requests from property owners and the general public that related to surface water management subjects. 
 Assist the City Engineer in the development of sustainable standard operating procedures (SOPs), public and private development standards, and similar plans for City personnel when related to the surface water utility, surface water/drainage management, and/or MS4 Permit compliance. 
 Assist and support the City Engineer in reporting, both verbal and in writing, on surface water utility and/or MS4 Permit compliance subjects to City Council, the City Manager, the Director of Public Works and Planning Services, City Commissions, outside governmental and community organizations, and members of the general public as needed. 
 Assist in maintaining and improving the availability and accuracy of surface water utility and surface water management geographical data in the City&#8217;s geographic information system (GIS) database. 
 Participate, when availability allows, in surface water permittee coordinator meetings and other professional association networks; represent the City in external coordination groups. 
 Maintain public records of all activities in accordance with State and City laws, policies, and requirements.&#xa0; Assist and support, when necessary, the City&#8217;s response to public records requests pertaining to surface water utility and/or surface water/drainage management matters.&#xa0; Support confidentiality, respect, and professional courtesy for work-related issues, including but not limited to customer, employee, and City information and records.

 Position Description: &#xa0; The ACE member will assist the Park&#39;s Resource Management staff in accomplishing a variety of tasks.&#xa0; The member will spend the majority of their time in the field performing physically demanding tasks as assigned. Approximately 75 - 80% of the fieldwork will be Hemlock Woolly Adelgid (HWA) control; duties will also include exotic plant management and other invasive species work. 
 &#xa0; 
 This project is very physically demanding . In order to perform Hemlock Woolly Adelgid (HWA) control, the ACE member must be very comfortable navigating off trail in the backcountry using GPS. Backcountry camping in a team of two will be required.&#xa0; This treatment is performed off-trail and requires bushwhacking through rhododendron, mountain laurel, and greenbriar up-and-down steep slopes, crossing streams, carrying 2.5 gallon jugs of insecticide, measuring trees, applying chemical at the base of the tree, marking treated trees, and moving onto the next tree.&#xa0;The Member must be able to hike up to 8 miles a day carrying up to 40 lbs of gear in all weather conditions and in steep terrain. 
 &#xa0; 
 Another duty would be exotic plant control.&#xa0;Exotic plant control at CUGA is almost always accomplished by spraying herbicides.&#xa0;There are two primary methods of exotic plant control performed at CUGA.&#xa0;The first method involves foliar treatment with a backpack sprayer that carries two-three gallons of herbicide.&#xa0;Foliar spraying large areas of exotic plants requires members to carry this heavy load of herbicide, often in full sun, on slopes in difficult terrain.&#xa0;The second method requires cutting down shrubs and small trees with hand tools and then spraying the stumps with concentrated herbicide solution. 
 &#xa0; 
 The member will spend the remainder of their time performing other relevant tasks as assigned. Examples of other duties include bat monitoring, wildlife surveys, and ginseng surveys. 
 This individual placement is meant to facilitate professional development and promotes exposure to land management agencies and networking with professionals. The staff at CUGA is dedicated to providing members with diverse field experiences, while also providing guidance to develop professionalism and a solid understanding of the complexities of managing the resources of a National Historic Park.

 Supervises inspection of industrial waste users for compliance with federal, state and local regulatory 
 Monitors and interprets conditions during storms and other hazardous situations and recommends appropriate actions. 
 Prepares complex technical reports and makes recommendations. 
 Conducts field tests and trains staff on proper sampling and inspection techniques. 
 Performs inspections and documents field collected data and observations. 
 Performs various monitoring and sampling activities to ensure compliance with regulations. 
 Reviews, analyzes and interprets test results and makes recommendations for correction of problems. 
 Prepares, reviews and submits environmental reports for internal and external audiences as required either directly or through the management of consultants and service contracts. Maintains EP data tracking systems and provides District related reporting. 
 Plan, organizes and secures related environmental permits and other regulatory approvals. Prepares related documentation either directly or through the management of consultants and service contracts. 
 Administers customer special waste disposal approvals in accordance with the District&#8217;s approved Waste Acceptance Program. 
 Adhere to an assigned work schedule and meet District attendance standards. 
 All District positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other District employees, and have regular and reliable attendance and timeliness. Must show cooperation and respect to fellow employees and supervisors at all times. 
 Perform other duties as assigned. 
 Minimum Qualifications AND RESPONSIBILITIES : 
 Knowledge of: 
 
 California Environmental Quality Act (CEQA). 
 Civil engineering principles and practices as applied to the field of solid waste management, including the planning, development, design, maintenance, construction, and operation of solid waste management, landfill, and related public works facilities. 
 Technical, legal, financial, and public relations problems related to the conduct of a solid waste management district engineering program. 
 Permitting requirements and processes for solid waste and landfill operations. 
 Working knowledge of chemical and physical characteristics of organic and inorganic waste. 
 Working knowledge of principles of chemistry, engineering, biology, geology, hydrology and water, air and soil quality management. 
 Working knowledge of research methodology and standard statistical procedures. 
 Applicable County, State, and Federal laws, codes, and ordinances related to the design, construction, and operation of solid waste management and landfill facilities. 
 Sound customer service practices and procedures. 
 Safety laws, programs, and requirements related to District operations. 
 Excellent verbal and written communication skills. 
 Intermediate knowledge of MS Office, CAD, general computer acumen and ability to learn and utilize other job-related technical software. 
 
 REQUIRED LICENSES AND CERTIFICATIONS: 
 
 Possession of a valid and current California Driver&#39;s License. 
 Possession of valid and current registration as a Professional Engineer, issued by the California Board of Registration for Professional Engineers and Land Surveyors.
