 The CNMI is a tropical paradise of fourteen islands. In the CNMI you can escape to a place of magnificent beaches and crystal clear aqua waters, and rich history. Saipan offers year-round outdoor activities, world class diving and golfing, international shopping, a range of ethnic restaurants and a cacophony of indigenous and international cultures. 
 Reporting directly to CUC&#8217;s Deputy Executive Director or designee, the &#8220;DM&#8221; fills a position required by the Stipulated Order (&#8220;SO&#8221;) of the  United States of America vs. the Commonwealth Utilities Corporation   and the Commonwealth of the Northern Mariana Islands,  filed in the U.S. District Court for the Northern Mariana Islands, Civil Case No. CV 08-0051. 
 Duties: 
 
 Manages and oversees the CUC Drinking Water and Wastewater 
 Supervises employees in direct charge of drinking water systems&#8217; production, treatment, and distribution, and wastewater collection and treatment plants utilizing activated sludge secondary treatment 
 Responsible for the effective and efficient utilization of equipment, materials, and personnel to complete water and wastewater maintenance programs in a timely and cost effective manner. 
 Manages, leads, motivates, and develops staff towards attaining needed training, skills, and certifications. 
 Plays significant role in the management of drinking water and wastewater systems during periods of planning, design, and construction; user fee system 
 Prepares and maintains various records and reports for the division, including: purchase orders and invoices, monthly status reports, maintenance records, budget status, 
 Other duties as required or assigned. 
 Education: &#xa0;&#xa0;  An equivalent to a four year college degree or other field related to work with large-scale utilities and may substitute for one year of the required experience; 
 
 Five years of proven, specialized experience as a manager in direct charge of drinking water systems&#8217; production, treatment, and distribution, and wastewater collection and treatment plants utilizing activated sludge secondary treatment 
 Preferred: 
 
 Bachelor&#8217;s degree in Biology, Chemistry, Environmental Science, Civil Engineering, Public Administration, or a degree related to the 
 
 
 
 Experience: &#xa0;&#xa0; Experience with managing drinking water and wastewater systems during periods of planning, design, and construction; Experience with drinking water and wastewater systems; user fee system development; staff training and development; and federal drinking water and wastewater requirements. 
 Knowledge of :&#xa0; Thorough knowledge of the operating principles and maintenance requirements of at least three (3) million gallons per day (&#8220;mgd&#8221;) of an activated sludge wastewater treatment plant including primary and secondary treatment processes, oxygen production, and sludge digestion and dewatering. 
 Skills in : Proven manager with communication skills dealing with the public, operations staff and senior management; Demonstrated ability to lead, motivate, and develop staff. 
 Licensing: 
 
 Current (unexpired) level 3 certifications from a U.S. state, U.S. territory, S. commonwealth, or the District of Columbia in water treatment and water distribution.

ESSENTIAL JOB FUNCTIONS: 
 Implement, support, and manage City compliance with the City&#8217;s Western Washington Phase II Municipal Stormwater Permit (MS4 Permit) program requirements, including preparing Annual Reports, Stormwater Management Program (SWMP) Plans and other documentation as needed to comply with the MS4 Permit conditions. 
 
 Identify, develop, implement, and manage all necessary City policies and activities needed for MS4 Permit compliance policies, including department training, record keeping, and code enforcement. 
 Develop, maintain, and communicate to City colleagues and the general public a current knowledge and understanding of MS4 Permit requirements and regulatory trends as necessary to function as a City subject matter expert. 
 Implement, coordinate, and maintain a system for tracking of all MS4 Permit requirements and the City of Mill Creek&#8217;s activities to comply with these conditions and requirements. This includes, but is not limited to: public education and outreach, public involvement and volunteer participation programs, illicit discharge detection and investigation, spill reporting, water quality test reporting controlling runoff from development/construction, and annual report preparation. 
 Maintain and manage the City implementation of an illicit discharge detection and elimination program. Develop and coordinate improvements to the program as needed.&#xa0; Implement and coordinate with City personnel and members of the public field identification and investigation of sources of pollutants entering stormwater utility systems.&#xa0; Educate property owners on the importance and types of pollution sources, conduct pollution source control inspections for local businesses, conduct and coordinate outfall screenings and other pollutant source-tracking, and assist with complaint investigations, correction methods, and/or code enforcement activities as needed to support elimination of pollutant sources through appropriate means.&#xa0; Communicate reliably and effectively with affected members of the public and monitor improvements to ensure effectiveness and sustainability. 
 Assist and support the City Spill Reporting program, including developing and coordinating spill reporting documentation and communication with the Department of Ecology and other agencies. Develop and maintain spill reporting education activities for City departments, outside franchises providing public services in the City, and the general public. 
 
 
 Implement and monitor water quality sampling and testing of surface waters and stormwater facilities as a part of the City on-going surface water monitoring programs.&#xa0; This includes developing and implementing protocols, field sampling activities, coordinating analytical laboratory testing, and creating and maintaining spreadsheets to analyze data and monitor trends.&#xa0; This includes regular data reporting to the Department of Ecology. 
 Perform and coordinate field inspections of public and private stormwater facilities. Maintain inspection records, and communicate inspection results with either City maintenance staff or private stormwater facility owners. 
 Prepare and maintain a tracking system for regular and responsive maintenance of City stormwater facilities as required by MS4 Permit compliance.&#xa0; Coordinate maintenance needs with the City Engineer and the Public Works Supervisor for the City&#8217;s operations and maintenance personnel.&#xa0; Assist and support the City Engineer in developing and managing additional outside contracts for surface water utility maintenance work. 
 Identify and tracking grant funding opportunities to support, maintain, and/or improve the City surface water utility and City surface water management programs. &#xa0;Assist in the preparation of grant application materials.&#xa0; Maintain and implement grant documentation and reporting requirements in coordination with the City Engineer and the City of Mill Creek Finance Department. 
 Conduct research and study new methods and applications related to surface water utility and/or surface water/drainage management; develop and present recommendations to City management based on best practices, field observations and technical expertise.&#xa0; 
 Assist with meetings with citizens and citizen groups, homeowners&#8217; associations and business associations as necessary to respond to inquiries, complaints and requests from property owners and the general public that related to surface water management subjects. 
 Assist the City Engineer in the development of sustainable standard operating procedures (SOPs), public and private development standards, and similar plans for City personnel when related to the surface water utility, surface water/drainage management, and/or MS4 Permit compliance. 
 Assist and support the City Engineer in reporting, both verbal and in writing, on surface water utility and/or MS4 Permit compliance subjects to City Council, the City Manager, the Director of Public Works and Planning Services, City Commissions, outside governmental and community organizations, and members of the general public as needed. 
 Assist in maintaining and improving the availability and accuracy of surface water utility and surface water management geographical data in the City&#8217;s geographic information system (GIS) database. 
 Participate, when availability allows, in surface water permittee coordinator meetings and other professional association networks; represent the City in external coordination groups. 
 Maintain public records of all activities in accordance with State and City laws, policies, and requirements.&#xa0; Assist and support, when necessary, the City&#8217;s response to public records requests pertaining to surface water utility and/or surface water/drainage management matters.&#xa0; Support confidentiality, respect, and professional courtesy for work-related issues, including but not limited to customer, employee, and City information and records.

 Detailed and comprehensive understanding of the content and organization of both the 2014 revision of the 2012 Stormwater Management Manual for Western Washington (SMMWW) and the new 2019 Stormwater Management Manual for Western Washington (SMMWW). 
 Federal and state laws and policies governing and relating to conservation of clean water in the State of Washington, surface water utilities, and surface water/drainage management subjects.&#xa0; In particular, knowledge and understanding of all requirements of the current Western Washington Phase II Municipal Stormwater Permit (2019-2024).&#xa0; 
 Knowledge of the requirements of the previous Western Washington Phase II Municipal Stormwater Permit (2013-2019) is helpful, but not necessary.&#xa0; Knowledge of local Mill Creek Codes relating to the surface water utility and/or surface water/drainage management is helpful, but not necessary.&#xa0;

 THE POSITION 
 Under direction from the Director of Environmental Services Department (Director), the Environmental Protection Manager for Source Control (EPM-Source Control) will lead the Resource Protection Division (RPD), which is a highly technical team comprised of engineers, environmental specialists, and inspectors that support all aspects of OC San&#39;s pretreatment program, including industrial permitting, non-industrial source control, inspection, monitoring, reporting, and enforcement. The EPM-Source Control is also responsible for implementing inter-agency agreements for pretreatment and dry weather urban runoff diversions. 
 &#xa0; 
 The EPM-Source Control will manage a team of three (3) supervisors and more than 30 professional and support staff. This person will be involved in the recruitment, assessment, and development of staff; will provide support, training, and coaching for staff; and will have responsibility for the development and administration of the division&#39;s budget. This person will serve as a technical resource and be responsible for reviewing critical documents such as compliance orders, customers complaints, and Public Records Act requests. The selected individual will oversee enforcement actions, facilitate consensus building and decision-making, represent OC San in professional organizations as directed by the Director, and sustain high-quality customer service.&#xa0; 
 THE DEPARTMENT 
 In its key role of protecting public health and the environment, OC San is committed to meeting the requirements of federal, state, regional, and local regulations for ocean discharge, water reuse, biosolids management, air emissions, industrial waste, runoff management, sewer system operations, asset management, spill prevention, and non-industrial source control. The Environmental Services Department (ESD) enables OC San to respond quickly to new regulations and initiatives while ensuring our organization complies with existing regulations, implements innovative pollution prevention programs, and meet the diverse and evolving analytical needs for water quality and ocean monitoring. ESD is responsible for managing the following OC San environmental and regulatory programs:

 Industrial Source Control . Responsible for permitting, inspection, monitoring, and enforcement of local, state, and federal pretreatment requirements imposed on dischargers of industrial wastewater into OC San&#8217;s sewer system. Implement programs designed to control the discharge from residences and businesses of harmful products such as pharmaceuticals, fats, oils, and grease (FOG), and emerging pollutants of concern.

 Non-Industrial Source Control . Responsible for investigating, permitting, inspection, monitoring, and enforcement of local, state, and federal source control requirements imposed on non-industrial discharger to sewer such as urban runoff diversions, commercial establishments, special purpose, emergency, or infrequent discharges, brine line discharge, and contaminants of emerging concern.

 Ocean Discharge Monitoring . Monitor and report on compliance with OC San&#8217;s National Pollutant Discharge Elimination System (NPDES) permit that stipulates conditions under which treated wastewater may be discharged into the ocean.  Environmental Laboratory . Provide laboratory services, sample collection and data analysis in support of plant operations, air and biosolids compliance activities, source control, ocean monitoring, and water reuse activities.

 Construction Runoff Management . Ensure OC San construction projects and facilities comply with regulatory requirements that prevent pollution from entering the storm drain system and local waterways.&#xa0;

 EXPERIENCE AND EDUCATION 
 This position requires a bachelor&#8217;s degree from a college or university accredited by the U.S. Department of Education with major coursework in engineering, life sciences, environmental science, business or public administration or a related field and at least eight (8) years of increasingly responsible experience in wastewater treatment or industrial and non-industrial source control, including two (2) years of supervisory experience. A California Class C Driver&#8217;s License is also required.&#xa0;
