								<description>Naples, Florida,  Collier County is seeking a Transportation Planning Manager in its Growth Management Department (GMD) Transportation Planning section.&#xa0; This position is critical in shaping the future transportation system for the County.&#xa0; This position develops, recommends, updates, and implements policies and procedures pertaining to transportation planning and implementation of transportation projects; develops and implements long and short term transportation plans; prepares major updates to roadway transportation plans; presents to the Planning Commission and Board of County Commissioners; and provides oversight on various projects.&#xa0; Applicants for this position should have a Bachelor&#39;s degree in Civil Engineering, Transportation Engineering, Urban Planning or closely related field; supplemented by five (5) years of progressively responsible previous experience and/or training that includes transportation planning, transportation engineering, long range planning, land development, project management, budget administration, personnel management, and general management.

Performs detailed analyses for the transportation network using pertinent software applications such as FSUTMS (Cube Voyager), Highway Capacity Software, GIS and Synchro Studio.&#xa0; Reviews and performs site impact analysis related to proposed developments&#39; transportation impacts.&#xa0; Applies standard analysis methods to process and analyze travel data.&#xa0;Prepares and reviews input data for transportation analysis software, including editing of transportation networks, land use data, and intersection geometry. Assists in conducting transportation studies, including application of travel demand models, analysis and review results, interpretation and reporting of results, and development of conclusions and recommendations. Collects and organizes data on the functional, structural, and usage features of multi-modal transportation infrastructure, including such data as number of lanes, speeds, volumes by mode, travel statistics by mode, truck percentages, and peak hour factors. Communicates clearly, effectively, and tactfully, orally and in writing; establishes and maintains effective working relationships with others. Skillfully reads, interprets and explains studies, plans, diagrams, graphs, and maps. Efficiently and timely handles multiple, concurrent projects. Performs other related work (including weather or other extreme emergency duties) as required.

The Senior Traffic Engineer reports to and receives general direction from the Assistant Public Works Director for Sustainable Public Infrastructure. 
 Provides support to the Assistant Public Works Director for the City&#39;s Comprehensive multi modal transportation planning and traffic engineering functions. Prepares specialized traffic engineering studies and reports including high accident location analysis, traffic conditions in neighborhoods and around schools; performs special assignments on engineering problems, as necessary, prepares specific studies and reports for City Commission and community presentations. &#xa0;Administers the City&#39;s Traffic Impact Study program, Works collaboratively with neighborhood and community groups to develop traffic solutions that help to enhance the quality of life of throughout the City.
