 Tallahassee&#8217;s Electric &#38; Gas Utility provides reliable electric service to over 124,000 customers in a 221 square mile service territory that includes both the City of Tallahassee and portions of the unincorporated areas of Leon County and reliable natural gas services to over 34,000 customers within Leon, Wakulla, and Gadsden counties..&#xa0; A full service vertical electric utility, Tallahassee has 725 MW of generation located at three sites, 60MW of solar under a Purchase Power Agreement, 224 miles of transmission (115kv &#38; 230 kv), 28 substations with two more in engineering, and 3,631 miles of distribution.&#xa0; The City&#8217;s Electric Utility is registered as a Balancing Authority, Transmission Owner/Operator and Generation Owner/Operator under the NERC Reliability Standards.

 Tallahassee Electric &#38; Gas has been recognized nationally and regionally for its strong performance.&#xa0; These recognitions have included the APPA E. F. Scattergood Award, two APPA DEED Energy Innovator Awards, APPA Reliable Public Power Provider (Platinum level), APGA System Operational Achievement Recognition (Gold), APGA Safety Management Excellence Award, the Public Gas System Achievement Award, and Power Magazine naming the City&#8217;s Hopkins Generating Plant one of the Top Six Gas Fired Power Plants in the World. As an Engineering/Operations Manager for Power Delivery, the successful candidate will lead a group of Power Delivery employees which provides   supervision and engineering support in one of the operational areas within the Electric &#38; Gas Utility.&#xa0; An incumbent is a subject matter expert in the assigned area and is responsible for supervising highly technical engineering, operational or administrative work such as complex design engineering, safety engineering services, system operations, field operations, complex engineering studies and analysis, training support, project management, quality assurance, budgeting, purchasing, operation/maintenance of   electric utility facilities or systems.   Day&#8211;to-day responsibilities include: 
 &#xa0; 
 
 Responsible for the engineering design for all Electric Transmission and Substation facilities and the day-to-day operations of the Electric substation crews. 
 Ensures transmission and substation designs are developed and implemented consistent with generally accepted engineering practices and City standards. 
 Coordinates the day to day operations of the substations operations team. 
 Provides engineering and operational support during storm and system upset events.&#xa0; 
 Ensures compliance with applicable North American Electric Reliability Corporation (NERC) reliability standards and acts as the subject matter expert on these standards. 
 Oversees the planning and scheduling of all construction and maintenance associated with the city&#8217;s substations facilities and new transmission line construction.

 EDUCATION, SKILLS, KNOWLEDGE, EXPERIENCE and REQUIREMENTS 
 The ideal candidate will have:

 A bachelor&#8217;s degree in engineering, computer science or related field. 
 Five years of professional experience with two years of supervisory experience 
 A team player with the ability to communicate at all levels of the organization 
 A forward and global thinker with a high level of initiative and creativity 
 An outstanding negotiator skilled in conflict resolution 
 Honest with a high degree of integrity; assertive and decisive 
 Flexible, anticipating change and remaining open to new ideas 
 Ability to obtain and maintain throughout their period of employment the required clearances to have unrestricted access to critical facilities consistent with FERC, NERC, and SERC reliability standards. 
 
 Individuals in these classifications are:

 The  Public Works Department, Construction Management Division , consists of a select group of architects, engineers, and construction professionals that direct the planning, design and construction process for new and large renovation projects for Broward County, excluding airport and port projects. 
 &#xa0; 
 Work of the  Engineering Technician  involves the application of basic architectural, engineering and vertical construction principles and techniques to a variety of vertical construction projects. Requires the ability to read and interpret construction documents. Work may include the supervision of subordinate technical personnel involved in plan review and field studies. Considerable independence and judgment is exercised in planning and carrying out assignments. Work is reviewed through conferences, reports and program effectiveness. In addition to the basic responsibilities, knowledge of basic principles of green design and construction such as Leadership in Energy and Environmental Design (LEED) are desirable.&#xa0; 
 &#xa0; 
 Reviews construction progress on major vertical projects being built by the county, consulting architects or outside developers; recommend payment for work performed in accordance with contract.&#xa0;

 Reviews and approves permit applications in conformance with County regulations and standards. 
 Preferences

 DUTIES AND RESPONSIBILITIES: 
 
 
 
 
 The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. 
 Performs basic engineering design work and drafts plans for various county projects; prepares estimates for designs; reviews construction progress on major projects being built by the County, consulting engineers or outside developers; recommends payment for work performed in accordance with contract. 
 Reviews and analyzes plans and design specifications with professional engineers, contractors, project managers and other interested parties; assists in the amendment and preparation of final plans and designs for a variety of County projects; tabulates quantities and cost estimates; sets preliminary and final grades; calculates cut and fill. 
 Conducts inspections for compliance with plats, recommended corrective actions, plan layouts and impact on right of way plans; reviews applications and issues permits in conformance with County regulations and standards; calculates fees; assists in the processing and recordation of plats. 
 Assists in gathering data pertaining to the specific area of assignment; provides assistance in the analysis and interpretation of data; prepares verbal and written reports based on analysis and findings. 
 Plans, assigns, and reviews the activities of subordinate technical personnel involved in drafting or data collection activities; provides technical assistance and advice on difficult and unusual problems when necessary; analyzes and reviews completed work for accuracy and design application. 
 Provides information to the general public relative to engineering data maintained by the County. 
 Supervises and reviews the work performed by subordinate technical personnel. 
 Prepares technical specifications for the purchase of materials and equipment used in diversified projects; performs special investigations and field studies of technical and engineering operations; reviews and approves permit applications in conformance with County regulations and standards.
