This position reports to the Deputy Director for Transportation Policy and is responsible for performing advanced transportation planning duties, including conducting advanced planning studies, research, and analyses, overseeing the most complex development projects, master plan and development code amendments, policy/ordinance development, and project administration.
The Senior Planning Specialist will be responsible for tracking and managing grants and other funding efforts at the State and Federal levels; serving as day-to-day contact with the Transportation Planning Board (TPB); and, evaluating and preparing written reports and studies related to transportation projects, and presenting findings to the Director, the County Executive’s Office, County Council, other government agencies and the public regarding Transportation and engineering issues.
This position will also support efforts relating to the Washington Area Metropolitan Transit Authority (WMATA) and other strategic tasks within the Policy group. The Senior Planning Specialist will work closely with various Department Division, County Departments, the Maryland Department of Transportation, and the Maryland-National Capital Park and Planning Commission. This position requires extensive community outreach and engagement regarding safety concerns and transportation options. Attendance at evening meetings will be required, and hours may occasionally include early morning and/or weekend work for emergency situations, special events, and other issue-specific needs. The Senior Planning Specialist is expected to provide leadership, mentoring, and guidance to other professional and paraprofessional staff.
This position REQUIRES the possession of a valid driver’s license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.
This position requires the incumbent to work a flexible work schedule that may include working core work hours, as well as working flexible work hours (i.e., early morning, evening, and/or weekend work) to handle emergency situations, special events, inclement weather as well as the perform inspections, surveys, observations, etc.
To ensure a positive workplace and to comply with federal, state, and County laws, the incumbent is responsible for completing mandatory training within the first three to six months or within the specified timeframe.

Minimum Qualifications:
EXPERIENCE: Five (5) years minimum experience in urban planning, civil engineering, architecture, or related field.
EDUCATION: Graduation from an accredited college or university with a bachelor’s degree in an appropriate planning specialization or a related field such as Urban Design, Civil Engineering, Environmental Studies, Public Administration, Architecture, or Landscape Architecture.
EQUIVALENCY: An equivalent combination of education and experience may be substituted.
