Vernon Hills, IL (population 26,850) is seeking its next Director of Public Works/Village Engineer. Vernon Hills is a vibrant, family focused community located 37 miles north of Chicago in Lake County, known for its attractive shopping options, strong services, and political stability. The Village is seeking experienced, team-oriented candidates to serve as their next Director of Public Works/Village Engineer (the “Director”).
Vernon Hills is known as a lean, resourceful organization consisting of Police, 9-1-1 Dispatch, Public Works, and Community Development services. With a great deal of pride, Vernon Hills retains its status as one of the few communities in Illinois without a local property tax, which necessitates a focus on cost containment measures, innovation, and strong development efforts. The Village offers an exceptional level of services to residents, particularly senior citizens, and promotes a host of activities to bolster a strong sense of community, safety, and prosperity.
The Village is a ‘AAA’ rated, home rule organization governed by a Village President and six Trustees. A professional Village Manager oversees a staff of 98 full-time employees and 7 part-time employees (101.5 FTEs). The FY 2022/2023 budget is $45.3 million (including capital and debt expenses), with a General Fund budget of $35.4 million and strong reserve levels. The Village focuses on its support of both the public and private infrastructure, which are currently in very good condition. Water and sewer utility services are provided by Lake County Public Works.
Appointed by the Village President with the advice and consent of the Board of Trustees, and reporting to the Village Manager, the Public Works Director/Village Engineer ensures the health, safety, and welfare of the citizens of Vernon Hills through maintenance of the Village’s infrastructure and the efficient day-to-day operation of the many public works services in the Village. The positions of Director of Public Works and Village Engineer were combined in 2010 (or approximately 12 years ago) due to the skillset of the current Director, who is planning to retire after serving the Village for 30 years. The Director currently leads a department of 20 additional full-time employees, including six direct reports, and a group of seasonal employees. The Department is currently broken down into five divisions, which include Forestry, Street Lighting & Building Maintenance, Engineering, Streets & Grounds, Fleet Maintenance, and Administration. The next Director must continue to deploy the Department’s staff to maximize the use of its resources and provide excellent public works and engineering services to the Community. Oversight of a 2023 federal grant for the expansion of Lakeview Parkway will be a focus.
The Village is seeking a pro-active, collaborative, motivating Director to lead the Public Works Department. The successful candidate will have the following:
Bachelor’s degree required, with a preference in Civil Engineering.
Illinois Certificate as a Registered Professional Engineer is highly desired.
Minimum of five years’ experience in the area of design, maintenance, and construction in a municipal work program is desired.
Minimum of five years supervisory experience is required.
Knowledge of materials and equipment used in all facets of public works operations is recommended.
Valid Illinois Vehicle Operators License is required.
Strong oral and written communication skills, capital improvement and strategic planning abilities, and a demonstrated proficiency and enthusiasm for working closely with other Village staff and elected officials.
Compensation and Benefits
The anticipated starting salary is $160,865 - $176,960 based on qualifications and experience. Residency is not required.
