Provo City is looking for an Engineer to provide highly skilled professional engineering and managerial work in the Public Works Department. Description: This position performs some or all the following duties. Development: conduct engineering review and approval of commercial and residential developments; analyze submitted traffic studies and stormwater studies for proposed developments and recommend revisions; review complex project plans or building permits and ensure compliance with standards as set by Provo City, various codes, or standard engineering principles. Traffic, Mobility, and Safety: prepare/amend, design, and coordinate various public works related plans; conduct traffic counts, collect and analyze traffic and safety data, and prepare associated reports and warrant studies; conduct project design and management; prepare and maintain various transportation models, projections, and evaluations as required; conduct roadway infrastructure analysis; oversee traffic signal and communication systems and engineering reviews; complete preliminary and final design of roadways and active transportation projects; supervise construction of engineering projects in accordance with general engineering principles and Provo City standards. Stormwater: oversee and manage the Provo City Municipal Separate Storm Sewer System (MS4) Program; review and prepare/amend, design, and coordinate various stormwater-related capital project plans; develop project budgets, time scheduling, and phasing to interface with fiscal abilities and municipal needs; prepare and maintain various stormwater hydrologic, hydraulic, and water quality models, projections, GIS analysis, and technical reports as required in support of the project, project priorities, reviews, and preliminary and final design of all storm water systems and infrastructure; supervise project construction activities. City Representative:provide input to the Planning Commission, the Municipal Council, the public, and the City Administration in a timely manner; assist in serving as a liaison with federal, state, county, and local jurisdictions; represent the City to various commissions and committees; may attend and represent the City before the Municipal Council, Planning Commission, and the Board of Adjustments as needed; may meet with the public to explain the approval and permitting process; assist in a variety of operations and activities undertaken by the Public Works Department. Administration and Supervision:hire consultants and approve their assignments, parameters, and work; assign work of subordinate engineers; coordinate with City department officials and other government management personnel; serve on general design and project review committees and suggest projects for development; develop policies; supervise subordinate staff as directed; assist staff members and perform other related duties as required.
Minimum Requirements: Engineer II: Bachelor’s degree in Civil Engineering or closely related field, and two years of civil engineering experience. Engineer III: Bachelor’s degree in Civil Engineering or closely related field and three years of civil engineering experience. Engineer IV: Bachelor’s degree in Civil Engineering or closely related field; and three years of experience at the level of a licensed engineer - two years of which must have included large project management and supervision. At all levels, an equivalent combination of job-related education and/or experience may be substituted (substituting each one year of post-secondary education/training for six months of experience). A valid, lawful driver license is required. Engineer II requires a Fundamentals of Engineering Certificate. Engineer III and IV require State Professional Engineer license. All certifications must be State of Utah within one year of date of hire. Additional consideration will be given to applicants with stormwater and/or transportation and traffic-related experience and experience using stormwater and/or transportation design and modeling software, including AutoCAD Civil 3D, Synchro, SewerGems, Hydrologic Modeling, and ArcGIS.
