Introduction
This posting will be used to create an eligibility list of qualified candidates to fill current and future limited term and full time Principal Mechanical Engineer vacancies. This list may also be used to fill Senior Mechanical Engineer vacancies.
This position reports to SMUD’s Power Generation Department at the East Campus Operations Center and requires strong project management skills along with mechanical engineering expertise for the planning, design, modification, and construction to guide the retooling of SMUD’s fleet of thermal plants. The position also includes maintenance and troubleshooting of mechanical equipment in the balance of SMUD’s utility scale power generation assets (hydro, thermal, wind, photovoltaic, battery storage, gas pipeline). This position is instrumental in the operation and maintenance of generating assets in the greater Sacramento area and surrounding counties, as well as the planning, design and implementation of new generation and current assets and facilities that generate power and serve load for SMUD customers.
Purpose
Performs and leads the performance of mechanical, civil and electrical design engineering and project management for construction of a variety of major projects for SMUD generation units; supervises staff in the development, implementation, marketing and operation of SMUD’s Commercial and Residential New Construction programs and delivery of energy efficient design services, technical expertise and builder/developer construction incentives; ensures reliable and efficient generation operations for SMUD.

Serves as a technical or functional expert or consultant providing expertise and/or direction in one or more areas of a professional discipline and assumes responsibility for resolving complex problems and overseeing complex projects. May also serve in a Lead role and assist in planning, coordinating, prioritizing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel.

Major Duties & Responsibilities
- Performs mechanical/project design engineering and leads major project design and construction efforts; provides technical and project guidance to engineering supervisors and staff; performs and oversees detail design and stress analysis; oversees drafting and engineering design documentation.
- Directs the work of subordinates in a functional unit and maintains staffing levels and work quality; recommends modifications to operating policies; oversees and evaluates work through subordinate supervisors; hires, trains, coaches, mentors and develops subordinates; ensures project and operational schedules and budgets are met.
- Oversees or supervises preparation of bid proposals; evaluates vendor bids; provides contract administration for outsourced materials and services; supervises construction work.
- Plans and oversees performance of equipment tests to provide documentation of generation unit capability and operations for SMUD power system management and reliability; determines operating limits and efficiencies of hydraulic, steam and gas turbine generators and other powerhouse subsystems; coordinates and oversees test performance and data capture with operating personnel.
- Identifies generation equipment and unit needs and provides engineering designs for modification of existing powerhouse systems to increase operation safety, reliability and flexibility and comply with applicable governmental regulations.
- Represents SMUD to outside agencies to support exchange of technical and project information and coordinate submission of reports in compliance with governmental regulations; explains proposed project changes; discusses sampling tests and results and submits required inspection reports.
- Plans and coordinates the installation, repair and/or modification of generation units and/or equipment; provides bid packages for new and replacement equipment; specifies designs and cost effective, efficient state-of-the-art equipment and fabrication processes for improvement of system reliability; coordinates with SMUD procurement staff and vendor representatives; ensures compatibility or minimizing impact of designs on existing plant equipment; develops plans and instructions for installation of equipment by outside contractors or SMUD maintenance staff.
- Oversees formulation of appropriate program offerings of new construction technology consultation, energy efficient design services, technical support services and professional training programs; establishes design and analysis criteria and provides opportunities for training and development to attain required staff expertise levels; establishes client interface and customer service techniques; provides review of technical work products and overall project performance.
- Increases energy efficient building design and construction through quality delivery of expertise and services by New Construction Program staff to SMUD design and construction professionals; supervises development and delivery of training materials and seminars or courses for design and construction professionals.
- Increases knowledge and understanding of energy efficient design and construction by promoting and educating community leaders and the public about NCS programs; participates in and supports staff participation in professional and civic organizations; represents SMUD at various community events and functions; serves as an expert speaker, panelist or trainer at programs in the community.

Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university with major course work in mechanical engineering or a related field.
Experience: 7 to 10 years of progressively responsible relevant work experience in design and construction of electrical power plants and complex projects.
Knowledge Of: Principles and practices of mechanical engineering including machine design, machine shop practices, stress analysis, piping systems, air conditioning systems, vibration and noise control, hydraulics and flow measurements methods; practices employed in demand and energy reduction; federal, state and local laws, codes and regulations governing generation plant design, operations and related safety requirements; application of energy efficient design strategies for new construction including commercial, industrial and residential projects; building mechanical, energy management and electrical systems, and monitoring equipment; principles of lead supervision and training; methods and techniques for planning, organizing and overseeing work activities; procedures and practices for monitoring and managing projects; procedures and practices for overseeing contractor’s/consultant’s work activities; principles and practices for budget administration; concepts for cost control and project scheduling; safety policies, practices and procedures; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, grammar, and punctuation.
Skill To: Supervise and manage design and construction of large engineering projects; implement and operate various new construction programs; monitor and manage projects; interpret drawings, schematics, statistical data and reports; lead, organize, and review the work of staff; coordinate the work of the function or unit with other SMUD entities; gain cooperation from technical and non-technical staff, contractors, inspectors, consultants and professionals from outside agencies; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; interpret and apply applicable federal, state, and local laws, codes, and regulations; operate office equipment including a computer terminal, systems and software relevant to the job; present technical information in a clear and concise manner; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

- Experience with California Energy Commission, Air Quality Management District and other regulatory agency permitting and processes
- Knowledge of ASME codes and utility codes, guidelines and standards of practice
- Project Management experience with large and complex utility scale hydroelectric, thermal, renewables, and/or gas pipeline projects
