JOB SUMMARY: Serves as the principal administrator of the Public Works Department and member of the City's Community Services Work Group. Performs highly responsible and professional work in managing, planning, organizing, developing, and directing divisions, programs, and activities of the Public Works Department; formulates departmental policies, goals, and directives; provides expert professional assistance to City management staff on public works matters and interfaces with public officials, residents, and other agency leadership CLASS CHARACTERISTICS: This position has department level responsibility for overall policy development, program planning, fiscal management, and operation of varied functional areas, including engineering (capital projects, development review, design, inspection, and survey), maintenance (facilities, fleet, parks, trees, and streets), transportation, parking, and transit. Reporting to the Assistant City Manager, the incumbent has responsibility for developing and implementing department goals, objectives, and work standards in addition to furthering City goals and objectives. The Director of Public Works is distinguished from the other department management staff by its broader scope of functional responsibility, budgetary authority, and decision-making authority in matters affecting the prioritization of departmental services, as well as its greater external interfaces with other departments, the City Council, and external stakeholders.
SUPERVISION RECEIVED AND EXERCISED: This position works under the general direction of the Assistant City Manager, Community Services and also participate on the City's Executive Leadership Team This position exercises supervision over professional, technical, and clerical personnel as assigned.

Plans, organizes and directs through subordinate supervisors and managers the operation of the following divisions: Engineering, Traffic Engineering, Transit, Transportation Planning, Parking, and Maintenance (including Buildings, Parks, Fleet, Trees, Streets and Signals).
Develops and directs the implementation of goals, objectives, work standards and departmental administrative policies and procedures.
Interviews, hires, evaluates, and discharges personnel, submitting oral and written reports relative to activities of the department, supervising the files and records of departmental activities.
Prepares departmental budgets, acting as technical advisor to the City Council and City committees and commissions and other City departments.
Interprets City regulations and codes and applicable laws and provides technical assistance to staff and commissions.
Confers with the public and other agencies on proposed projects and improvements.
Represents the City and the Public Works Department in meeting with public officials, other public agencies, and civic groups in order to coordinate, develop, and implement projects and programs.
Coordinates the formulation of long-range City infrastructure and facility planning, including financial and capital improvement plans.
Administers a major portion of the Capital Improvement Program of the City.
Coordinates with the Community Development Director to insure current and future development occurs consistent with funded and planned infrastructure improvements.
Insures infrastructure and transportation needs of development projects are consistent with General Plan, Circulation Element, or applicable specific plans.
Directs preparation of reports and assessments which communicate to policy-makers and City Councilmembers the status and condition of overall municipal infrastructure.
Directs the preparation of and personally prepares a variety of complex administrative and technical recommendations and reports.
Monitors and manages outside service, construction and consulting contracts and represents the City in contract negotiations as necessary. Evaluates contract requirements and compliance of contractors.
Receives, investigates, and resolves difficult and complex complaints and requests within the framework of accepted City policy and procedures, and/or refers requests with appropriate recommendation to Administration/Council for policy direction.
Coordinates the activities of the Public Works Department with other City departments, divisions, sections and outside agencies.
Performs related duties similar to the above in scope and function as required.
KNOWLEDGE AND ABILITIES: Knowledge of:
Methods, materials, tools, and equipment used in the design, installation, operation, maintenance, and repair of streets and drainage, parks and buildings, trees, parking lots, buses and other public facilities.
Engineering laws, codes, and safety orders applicable to municipal public works operations.
Technical, legal, financial, and public relations problems involved in the conduct of a municipal public works program.
Effective techniques of supervision and training.
Modern budgetary practices.
Public project contracting, project management, and budgeting.
Plan, coordinate, and direct the activities of professional and non-professional employees and consultants.
Establish and maintain excellent communications internally and externally.
Establish effective working relations with subordinates, public groups and organizations, and City officials.
Prepare comprehensive and complex technical reports.
EDUCATION AND EXPERIENCE: Graduation from an accredited four-year college or university with a degree in Civil Engineering or a related field; and Five years of responsible public works administration experience in a supervisory capacity in a municipal or other governmental agency; or An equivalent combination of education and experience. POSSESSION AND MAINTENANCE OF:
A valid California class C driver's license and a satisfactory driving record.
A valid certificate of registration as a Civil Engineer in the State of California is preferred.
