This is a full-time, benefited, professional position working under the direction of the City Engineer. Responsible for planning, organizing, performing, and supervising various engineering duties and assignments, including transportation engineering and private development. Serves as the Transportation Engineer for the City, and is responsible for the management of private development projects and staff. Responsible for performing and overseeing studies, transportation planning, design, coordination, negotiation, agreements, construction management, and public involvement for projects related to transportation, roads, private development, and other assignments from the City Engineer. Prepares, amends, and shares in the administration of the Transportation Master Plan. Works as a Council Liaison for citizen committees. Identifies and resolves various engineering issues and provides coordination between the City, other government agencies, and the general public. Administers the Sections Annual operating Budget. Performs other duties as assigned.
Requires a bachelors degree in Civil Engineering from an accredited college or university and a Professional Engineering (P.E.) license in the State of Utah. Also requires a minimum of ten years of engineering experience, with at least six years focused primarily on transportation/traffic engineering; two years of engineering management experience is preferred. Requires a thorough knowledge of civil engineering principles and practices related to transportation and traffic engineering, as well as municipal engineering including (but not limited to): storm water management, hydrology, culinary water supply systems, water treatment facilities, hydraulics, land development practices, and surveying. Knowledge of generally accepted supervisory practices and techniques. Ability to conduct research and prepare/analyze technical reports that require the collection, compilation, and analysis of data. Maintains a valid Utah Drivers License. The successful candidate will be required to pass a pre-employment drug screen and criminal background investigation.

Retirement: Participation in a Utah Retirement System (URS) pension plan is mandatory for most employees. The City pays all or a portion depending on which URS plan the employee is eligible to participate in. The City will match an employee’s contribution up to 4% in 457 plans and also offers 401k plans to employees. The City of Orem does not participate in social security, so no social security deductions are made.
Health & Dental Insurance: The City provides each employee the option of participating in their choice of one of two PEHP networks and one of two high-deductible health plans (HDHP) offered by the City at a minimal cost to the employee ($70 a mon...thly full-time employee premium for family medical coverage). The City also offers a dental plan with no premium cost for single or family coverage. The City also deposits money into a Health Savings Account (H.S.A.) for employees as well. The City’s contribution to an H.S.A. for employees can range from $1,350 to $4,000 annually depending on which HDHP is selected by the employee.
Flexible Spending Reimbursement Accounts: Available to help employees save taxes on medical expenses and dependent care expenses.
Employee Assistance Program (EAP): The City offers an employee assistance program to assist employees and eligible family members with a wide range of personal issues. EAP counselors are available during regular and extended hours, and Crisis Line support is available 24/7.
Life Insurance: Group term life insurance is provided for all benefitted employees. The amount of coverage is one times the employee’s salary up to $250,000, with a minimum coverage amount of $50,000.
Vacation: Employees receive 120 hours of vacation annually during years 1-5, increasing to 144 hours of vacation annually during years 6-10, and 168 hours of vacation annually for 11 or more years of service. Vacation accrual is prorated for part-time employees.
Holidays: Employees receive 12 paid holidays consisting of one day of personal leave. Employees working a 9/80 schedule are not eligible for the personal day.
Sick Leave: Employees receive 96 hours of sick leave annually to be used in case of sickness or disability. Sick leave accrual is prorated for part-time employees.
Long Term Disability Insurance: Paid coverage is provided to employees by the City. The amount of benefit is 66 2/3% of salary up to a maximum monthly benefit of $10,000.
Wellness Program: The City offers a wellness program to help employees gain knowledge, skills and motivation to improve the quality of their lives and well-being. Other benefits include health screenings, flu shots and a free family Orem City Recreation Center pass.
