The Civil Engineer position will be filled at a senior or principal level (based on knowledge, skills and abilities). The senior level incumbent performs civil engineering and assists with project management activities related to the planning, design, construction, operation, maintenance and rehabilitation of hydroelectric generation plants and other District facilities such as fish hatcheries, water supply systems, road and bridge structures, etc. The principal level incumbent may perform job duties listed above and will perform as a designated technical specialist in one or more civil engineering areas such as dam safety, structural analysis (concrete or wood or steel) finite element/fatigue analysis, geotechnical, fluid mechanics or project management. Performs technically complex engineering, and identifies, evaluates, and recommends optimum technical approaches.
This position requires advanced and/or specialty technical knowledge of the principles, practices and procedures, including materials, equipment and techniques, used in professional level work in the field of civil engineering and project management.

# EF/SF Job Functions
EF Dam Safety Engineering. Based on level, assist the Chief Dam Safety engineer with administration, or perform individually, of the Districts Dam safety program at Chelan, Rocky Reach and Rock Island Hydro projects. Includes routine monitoring of prescribed features and preparation of quarterly and annual dam safety reports. Requires special inspections, investigation and reporting as necessary after abnormal climatic or other special events. The principal level incumbent performs feasibility evaluations, cost-estimating, economic analyses, and develops alternatives to determine innovative solutions to operational problems, regulatory concerns efficiency improvements or asset management issues.
EF Design Engineering. Based on level, performs conventional to technically complex engineering design, analysis and calculations of advanced complexity frequently determining the need and scope of the analysis and calculations. Investigate alternatives for design steps and sequencing for obscure or indeterminate problems. May refers to training materials, text books and references to verify accuracy or determine proper methods for less common problems. Prepare technically complex plans and specifications for procurement. Interpret codes and standards including nuances of application, identifying different possible interpretations. Receives occasional technical guidance from higher level engineers. Review submittals and respond to requests for information during construction. Develop inspection and testing plans. Inspect fabrication and construction activities, materials, work products and troubleshoot construction problems. Prepare start-up and training plans for operation and maintenance of projects. The principal level incumbent interprets codes and standards and identifies possible interpretations.
EF Planning and Preliminary Engineering. Perform engineering planning, feasibility studies (including technical report writing), cost estimating, economic analyses and develop alternatives to help determine innovative solutions to operational problems, regulatory concerns, efficiency improvements, asset management issues, etc. Knowledge of how other engineering disciplines relate to assigned discipline.
EF Project Management. Develops budgets, schedules and procurement documents for programs. Oversee and monitor program activities from concept to close out. Communicate progress to internal clients, supervision and management. Provide presentations including project recommendations to teams, management groups and the Commission. Able to communicate complex engineering concepts and opinions both orally and in writing for technical and non-technical audiences. Participate in the selection of consultants and assist with management of consultant contracts. Obtain permits. Ensure compliance with QA/QC procedures to maintain the quality of project deliverables.
EF 10% Codes & Standards: The principal level interprets codes and industry standards in specialty area, resolving varying technical opinions and interpretations. Leads the development of new internal engineering standards and procedures in area of specialty.
EF Operations and Maintenance. Troubleshooting and Technical Assistance. Troubleshoot operations and maintenance problems at the request of plant personnel. Clarify and pinpoint problems. Develop testing methods and alternatives. Provide alternative problem solutions. Write reports describing possible solutions and recommendations.
SF Leadership / Mentoring. Lead multi-discipline engineering teams in trouble-shooting, planning and execution. Provide structure and work sequence to lower level engineers to guide technical activities. The principal incumbent provides speciality technical interpretation to others, including management, project leaders and other engneers.
EF Ongoing Drive a motorized vehicle while conducting business on behalf of the District.
QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.
Bachelor's degree (B.S., B.A.) in Civil Engineering or equivalent combination of education and experience. Master’s desired. Professional Engineer (PE) designation in the State of WA strongly preferred.
Level I incumbents will have at least 12 years' (principal level at least 20 years') progressively responsible experience performing civil engineering design with a minimum of seven (7) years (principal level 10 years') in hydro generation, dam safety, a water supply utility or equivalent. Experience participating in technical committees or forums is preferred for principal level incumbents.
A valid driver's license is required for this position (verified upon hire). A valid Washington State driver's license is required within 30 days of employment.
