The position is a Manager, Facilities Construction and Management Operations position with Facilities Construction and Management. This position is primarily responsible for supervising Project Managers, design team; reviews construction documents; prepares project budgets and monitors CIP budget; makes material requests and schedules jobs; the management of Major Maintenance (MM) and Capital Improvement Program (CIP) projects as assigned by the Director. The Manager is responsible for the on-time and on-budget delivery of his/her assigned projects, project leadership from the conceptual phase through final acceptance of construction, and the supervision and evaluation of staff who assist on his/her projects. The position entails a wide degree of creativity and latitude in technical matters. Incumbent may exercise considerable independent decision making. Coordination of projects with local and state agencies.
Prepares project cost analysis, including time, materials, and timeframe; obtains quotes from vendors; assigns work orders; schedules projects with County departments; verifies invoices for proper billing of jobs; handles technical and administrative issues
Supervises programs and construction; provides quality control review for County projects, construction documents and in-house projects.
Interviews and hires employees; performs employee evaluations; conducts weekly staff safety meetings; approves sick and vacation time.
Manage projects through development of scope of work, consultant selection, review of design and construction plans, permitting and final completion.
Leads consultant selection process in coordination with the Procurement Department. Review bids and qualifications Interview short list vendors for final selection.
Negotiates scope and fee for professional services related to assigned projects.
Performs detailed technical research and seeks practical solutions to solve project problems.
Coordinates with County Departments or any other stakeholders in fulfillment of assigned projects.
Liaison with local municipalities and third party stakeholders on topics relevant to assigned projects.
Review pay applications of consultants and contractors.
Site visits during design, permitting and construction stages to ensure successful completion of project.
Display excellent customer service skills while interacting with the public.
Requires any combination of education and experience equivalent to graduation from a four year accredited college or university with a Bachelor's degree in Civil Engineering, or Construction Management/Engineering, or Architecture or a closely related field, and three years facilities management or closely related experience to include one year of supervisory experience.
Experience in vertical construction is required.
Ability to communicate effectively, verbally and in written form.
Demonstrates skills in project management related to building remodeling and construction is highly recommended.
Considerable knowledge of principles and practices relate to engineering, architectural, capital improvement projects and construction management.
Ability to prepare, review and interpret contract documents, plans and specifications. Knowledgeable with FBC (Florida Building Code), Life Safety and ADA rules and regulations is preferred.
Possession of a valid Architecture License or a Professional Engineer license in the State of Florida is required.
Possession of a valid driver's license with an acceptable driving record is required.
Will be required to pass an NCIC background check and must be able to obtain a Fingerprint Based security clearance from the Lee County Sheriff's Office and State Attorney's Office.
Work hours and days are Monday through Friday from 7:30am to 4:00pm.
Strong computer skills including Microsoft Office products is recommended.
Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and reoccurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.
Involves routine and frequent exposure to traffic; moving machinery.
