Oversees a group of professional, administrative and technical staff engaged in the development of statewide programs for Traffic Management Systems (TMS), which includes Intelligent Transportation Systems (ITS), Traffic Signals, Traffic Systems Maintenance and Operations (TSMO), and Traffic Incident Management (TIM). Reports to the Traffic Safety Division Director.
Work requires contact with governmental agencies, other states, the legislature and private entities.
Employees at this level are virtually self-supervising and assume direct accountability for the work product.
The essential duties for this job include:
Confers with Administration, District, and Division management, customers, and partners to communicate TMS directions and status of upcoming projects; to solicit issues and questions regarding existing technology and applications; and to gather information on business needs.
Coordinates with district design on schematics and reviews in-house and consultant traffic management/TMS plans and projects.
Designs and coordinates the installation of a complex communication network for TMS applications; oversees highly complex TMS projects involving communications, electronics systems, and new technologies requiring extensive coordinating, planning and scheduling during all project phases.
Develops and implements policies, standards, and guidelines for statewide TMS systems including software development and implementation, project management and technology architecture.
Drives and travels to project and work locations to perform onsite reviews, analyses, and tests; to provide technical support for ITS deployment and maintenance; and to represent the Department at meetings, conferences and related activities.
Oversees or performs preparation of the specifications and requirements of TMS contracts; preparation of vendor evaluation and selection criteria; and contract monitoring and issue resolution.
Oversees the preparation of business justification documents, project budgets, project plans, feasibilities studies, and other planning documents for major TMS projects or programs.
Oversees the preparation of engineering systems process analysis, user and system requirements, alternative analysis, system design, and related documentation for highly complex applications or systems.
Oversees the recruitment, training and development of a professional and technical staff to support and improve services and products in area of responsibility. Prepares and monitors section budget and staffing requirements.
Performs other job responsibilities as assigned.
7 years progressively responsible experience in Traffic Management systems including Intelligent Transportation Systems (ITS), traffic signal systems, Traffic System Maintenance and Operations (TSMO), or Traffic Incident Management (TIM).
(Experience can be satisfied by full-time or prorated part-time equivalent)
Must have three (3) years supervisory/managerial experience.
