SENIOR PROJECT ENGINEER Port of Corpus Christi Authority (PCCA) is currently seeking a detailed individual to support the Engineering Services team. The qualified individual will assist with the administration of design and construction of capital and maintenance projects by providing engineering and project management support and oversight for the expansion, upgrade and ongoing operations at one of the nation’s largest ports. ESSENTIAL FUNCTIONS: - Formulates project requirements, develops priorities, produces, and reviews detailed plans and specifications, and coordinates and supervises construction projects as assigned
- Develops and recommends annual administrative, maintenance, capital, and professional services projects program in conjunction with the department’s Chiefs and project managers, other PCCA staff, and customers
- Serves as Project Manager and prepares or oversees in-house and/or outsourced plans, specifications, and bid documents for assigned major and special projects of a complex and critical nature. Assists in the inspection and acceptance of completed projects
- Prepares technical requirements and develops scopes of work for professional services contracts for consultants
- Develops planning and budget level cost estimates for professional services, construction and related project costs to support budget and capital program planning
- Coordinates with PCCA’s Real Estate & Commercial groups to provide engineering support in development of real estate agreements
- Coordinates with & assists PCCA’s Environmental Department with planning and preparation of Corps of Engineers regulatory permit applications
- Interfaces with PCCA’s Risk Management Department in assessing damaged facilities and identifying appropriate repairs
- Assists with preparation and periodic updates of PCCA ’s Master Plan charts, maps and graphs
- Manages assigned projects to ensure quality and overall needs of PCCA are met
- Regularly monitors project progress, conducts technical quality reviews and ensures adherence to quality control processes, codes, standards and government regulations
- Formulates and prioritizes projects and project requirements following the guidelines outlined in PCCA strategic plans, approved budgets, the PCCA’s Project Manual and to respond to port growth and operational needs
- Interfaces with dock operators, pipeline owners PCCA tenants and refinery engineers
- Prepares reports, letters and correspondence in an accurate, comprehensible, and professional manner maintaining confidentiality as appropriate
- Presents to the PCCA Commission, Port Industries, and general public on plans and programs
- Collaborates and keeps open lines of communication with key personnel to ensure continual, safe, environmentally responsible operations are performed
- Keeps Chief Engineer informed of project progress, problems met, and remedies implemented
- Assists in training new engineering staff to the systems and procedures used by the PCCA to include coaching, mentoring and guiding
- Adheres to PCCA policy including safety and environmental programs, and ensures employees assigned to projects do the same
- Promotes a culture cultivating PCCA SEAPORT values, maintains good employee relations and assists with problem resolution
- Follows and promotes proper safety precautions when operating vehicles, equipment, and handling of any materials
- Drives vehicle to project sites, climbs or descends ladders (elevated or lower work levels) as needed to inspect infrastructure and construction progress, works required hours to fulfill position objectives
- Functions in pre-and post-disaster preparedness as a Tier 2 employee
- CANDIDATE PROFILE
- The preferred candidate for the Sr. Project Engineer position should be a results-oriented professional with a demonstrated record of project management and/or design.
They must possess: ESSENTIAL SKILLS & ABILITIES: EDUCATION AND CREDENTIALS - Bachelor’s Degree in Engineering (preferably in either Civil, Structural or Ocean Engineering) and can demonstrate a wide range of experience in multiple disciplines
- Preferred Registered Professional Engineer in the State of Texas or ability to obtain registration in TX
- Valid, current driver’s license required
- Eligible to obtain and maintain a Transportation Worker Identification Card (TWIC) during course of employment
EXPERIENCE & JOB KNOWLEDGE - Practicing multi-disciplined knowledge of engineering techniques and theories
- Knowledge of local, state and federal codes and requirements; prior Port experience desired
- Knowledge of budgets and cost containment controls preferred
- Effective collaboration, partnership and problem-solving skills with extensive interpersonal and public communications techniques
- Hands-on management and leadership approach with effective business communication utilizing correct English (spelling and grammar)
- Proficiency with personal computers, including word processing, scheduling and spreadsheet applications. Experience in AutoCad and GIS systems desired
- Knowledge of principles and practices of contract administration and compliance preferred; effective negotiation principles and techniques
- Demonstrated knowledge and experience on Port facilities preferred including but not limited to waterfront docks, wharfs and bulkheads, ship channels and waterways, dredge material placement areas, warehouses, railroads, parking lots and roadways preferred
- Minimum ten years experience in civil, structural, or ocean engineering design, construction and project management or duties outlined
