The principal function of an employee in this class is to administer the Traffic and Transportation Division of the Engineering Department including supervision of Division staff in the planning, analysis, design, construction, operation and maintenance of the City's traffic facilities and equipment for the control of pedestrian and vehicular traffic and parking. The work is performed under the direct supervision of the City Engineer but extensive leeway is granted for the exercise of independent judgement and initiative. Supervision is exercised over the work of employees in the Traffic and Transportation Division of the Engineering Department. The incumbent may act for the City Engineer in his/her absence and may serve as Project Manager on special assignment. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with City officials, other engineers, private contractors, utility companies, other City employees and the public. The principal duties of this class are performed in a general office environment with occasional field trips.
ACCEPTABLE EXPERIENCE AND TRAINING
Graduation from an accredited college or university with a Bachelor's Degree in Civil or Transportation Engineering or a closely related field; AND
Substantial experience in professional traffic engineering operations plus responsible supervisory and management experience; AND
License as a Professional Engineer at time of application; State of Iowa Professional Engineer license must be attained within 6 months of hire.
College transcripts and proof of license as a Professional Engineer are required by the application deadline.
REQUIRED SPECIAL QUALIFICATIONS
Possession of a valid Iowa driver's license.
Candidates for positions in this class must past a post-employment offer physical examination and drug screen test.
The City of Des Moines' Residency Requirement is in effect for this position. Applicant must be a resident of the City of Des Moines within seven (7) months of appointment date and maintain residency within the City of Des Moines while employed in this position.
EXAMPLES OF ESSENTIAL WORK (ILLUSTRATIVE ONLY)
Plans, organizes, assigns and reviews the work of the City's Traffic and Transportation Division;
Prepares Roll Calls, Council Information letters, fact sheets and maps for City Council meetings;
Represents the Traffic and Transportation Division in public meetings and hearings with the City Council, City Manager, other City Departments, Iowa Department of Transportation representatives, business representatives and/or private citizens and on special City committees;
Coordinates and oversees technical and supervisory staff in daily traffic and parking operations including traffic signal maintenance and repair, sign fabrication, maintenance and repair, pavement markings installation, parking meter maintenance and collection and contract operations of the City's parking garages;
Coordinates and oversees technical staff in the preparation of design plans, specifications and cost estimates for traffic control projects, review and approval of street lighting plans and special events, and in the analysis and preparation of traffic studies and reports;
Plans future transportation needs for the City, including safety improvements, improvements in annexation and growth areas, and long-range planning in conjunction with the Metropolitan Planning Organization (MPO);
Performs and/or oversees the review of safety and congestion issues and applies engineering solutions to prescribe appropriate traffic control devices, including coordinating with law enforcement as needed and analyzes crash data and patterns.
Develops and implements major roadway and traffic control projects, including project agreements, design concepts, funding and supervision of preparation of plans, specifications and cost estimates;
Develops and implements major parking facility projects, including project agreements, design concepts, funding and review of plans, specifications and cost estimates;
Reviews, and may conduct, traffic impact analyses for land use and development proposals and plans in the determination of traffic and safety impacts and appropriate proportional contributions or system development changes.
Prepares and reviews the Traffic and Transportation Division's portion of the Operating and Capital Improvements budgets, including training of and consultation with staff;
Performs administrative duties, including evaluations, disciplinary actions, personnel actions, payroll review and approval, and purchasing of supplies and equipment;
Prepares and submits status reports;
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
Responds to media, legal, and citizens' inquiries and comments in a courteous and timely manner;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs other directly related duties consistent with the role and function of the classification.
