The Transportation Planner is responsible for transportation planning, planning project management, Transportation Improvement Program (TIP) management, public engagement, inter-agency coordination, and Geographic Information Systems (GIS) support.
Transportation project development, prioritization, and delivery processes.
The application of principles, practices, regulations and technology used in transportation planning.
Federal Functional Classification system
Geographic Information Systems (GIS) mapping.
Regional Comprehensive, sub-area and non-motorized plans and processes.
General and specialized office practices and procedures.
Federal, state, and local laws and regulations, codes, and ordinances as they relate to transportation system development. Including the Washington State Growth Management Act (GMA) and State Environmental Policy Act (SEPA)
Data processing systems and computer software applications relating to transportation, project management, and other assigned responsibilities.
Use of common office software including Microsoft Office Suite.
Required Education and Experience
Bachelor's degree in planning, geography, civil engineering or closely related field, from a college or university accredited by an agency recognized by the US Department of Education; AND
Two years of progressively responsible professional transportation planning experience, including GIS software; OR
Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
Preferred Education, Experience or Other Qualifications
Masters Degree in planning, geography, civil engineering or closely related field.
Experience in transportation modeling (TransCAD and/or Synchros)
The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as Category 1: Driver operates County-owned vehicle.
