 Summary 
 The principal function of this position is to plan and supervise the regular activities of the Engineering Division, under the direction of the Director of Public Works. This position applies professional engineering standards to municipal preconstruction and construction projects and administers, coordinates, researches, and recommends citywide programs and plans.&#xa0; Additional responsibilities include designing street and utility infrastructure systems, preparing plans and specifications, preparing bid documents and cost estimates, performing traffic analyses, and reviewing design plans, reports, and specifications to ensure compliance with City Codes, Regulations, and Standards.&#xa0; The nature of the work performed requires that an employee in this position establish and maintain effective working relationships with personnel within the Public Works Department and other City departments, co-workers, consulting engineers, architects, and other professionals, developers and contractors, government officials and agencies, and the general public. 
 Job Description/ Essential Duties: 
 These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned. 
 General 
 
 Work is performed with considerable independence in judgment and decision making, within established policies, procedures, rules, regulations, and guidelines. 
 Work is reviewed through observation, conferences, and periodic reports and for results obtained. 
 Oversees the operations of the Engineering Division within the Public Works Department. 
 Provides direct supervision for Engineering Division staff, including performance management, assigning work, scheduling, and mentoring. 
 Prepares and recommends annual operating and capital budgets to the Director of Public Works. 
 Responsible for keeping the Director of Public Works apprised of Engineering Division operations, project and program statuses, issues encountered, etc. 
 
 Project and Program Management 
 
 Reviews all phases of a variety of infrastructure, capital improvement, and private development projects, including utilities, grading, drainage, streets, sidewalks, curb and gutter, drive approaches, playgrounds, irrigation systems, and other public works-related construction. 
 Maintains and revises City infrastructure standards and specifications. 
 Plans, drafts, designs, and recommends construction and maintenance of City streets, curbs, sidewalks, ADA requirements, traffic signals, signs and pavement markings, drainage systems, sanitary sewer systems, water systems, and other related public improvement based on City codes, regulations, and professional standards. 
 Ensures projects are completed on schedule, within the prescribed budget, and are constructed to the required quality standards. 
 Administers professional service contracts, including managing professional services, and reviewing and approving construction contract documents, contract amendments and additional work claims. 
 Reviews submittals for compliance with City specifications. 
 Performs project management and contract administration activities for City projects, such as generating or reviewing pay estimates, measuring quantities, and drafting change orders. 
 Schedules and conducts pre-bid, pre-construction and progress meetings with contractors, consultants, and staff to answer questions and resolve issues. 
 Reviews progress payments and change orders. 
 Prepares quantity and cost estimates of proposed City projects. 
 Notifies property owners of property impacts and construction schedules of projects and resolves property owner and citizen complaints and concerns about projects. 
 Oversees inspection oversight for the construction of contracted public works projects and infrastructure constructed through private development to ensure contractor compliance with plans and specifications for each project. 
 Prepares or reviews record drawings and associated documentation of completed projects. 
 
 Other Duties 
 
 Provides technical review of private development and subdivision design plans, reports, construction, and ensures adherence to City standards, regulations, and code. 
 Provides technical review of traffic impact studies and performs traffic analyses   for City Street networks. 
 Prepares easements and legal descriptions and performs technical drafting. 
 Coordinates, maintains, and assists with City geographic information systems (GIS) data collection, water, wastewater, and storm water modeling, utility permitting, and reporting, transportation network data management, and water rights. 
 Responds to citizen and community concerns and inquiries, in accordance with City policies, regulations, and ordinances. 
 Demonstrates excellent customer service skills and establishes and maintains effective working relationships with other employees, officials, developers, contractors, utility companies, and members of the general public. 
 Attends evening meetings as required; occasionally travels out of town to attend workshops, conferences, seminars, and meetings during work and non-work hours as assigned; regularly modifies regular schedule to accommodate construction schedules. 
 May assist Staff Engineer and Construction Inspector with field work. 
 Provides technical support to other City departments. 
 Performs other related duties as assigned or required. 
 
 Minimum Required Qualifications (Education, Experience and Training): 
 
 Bachelor&#8217;s degree in civil engineering, civil engineering technology, or another relevant field; and 
 A minimum of five (5) years of civil engineering experience, including a combination of design of municipal infrastructure and construction management; and 
 A minimum of two (2) years of supervisory experience; and 
 A Professional Engineer (PE) License is required at the time of hire. Must have the ability to obtain a Montana Professional Engineer&#8217;s License within 6 months of employment; or 
 Any equivalent combination of knowledge, skills, and abilities necessary to perform the work may be considered. 
 
 Preferred Qualifications: 
 
 A Professional Engineer License is required at the time of hire, and a Montana Professional Engineer License must be obtained within six months of employment. 
 Graduate-level degree majoring in civil engineering, construction management, construction engineering technology, or a related field. 
 Familiarity with the procedures and processes of US Department of Transportation, Environmental Protection Agency, Montana Department of Transportation, Montana Department of Environmental Quality, and Montana Department of Natural Resources and Conservation, including applicable agency Codes, Regulations, and Standards. 
 
 Special Requirements/Licenses or Certificates: 
 
 Must possess a valid driver&#8217;s license and have the ability to obtain a Montana driver&#8217;s license within 60 days of employment.

 Job Description 
 As a member of the Architect and Engineering Support (AES) team, this Facilities Electrical Engineer will work on multiple projects concurrently at NLR&#39;s two main research campuses: South Table Mountain Campus (STM) and Flatirons Campus (FC). The engineer will provide power distribution designs, use associated electrical modeling software, and assist other engineers, project managers, and the facilities CAD team to ensure that the project electrical design and associated construction documentation conform to NLR&#39;s requirements and applicable building codes. The primary role of the Facility Electrical Engineer is to be the subject matter expert for all infrastructure electrical systems at NLR. 
 The engineer will work collaboratively with stakeholders across NLR on a portfolio of electrical projects ranging from substations, to laboratory space, to traditional office space. The AES team consists of professional architects; mechanical, electrical, instrumentation and controls, and civil engineers; CAD operators; and cost estimators providing in-house support for NLR as part of the larger Site Operations center. 
 While project work on both research campuses is anticipated, this position is based in Golden at the STM Campus. The successful candidate can expect a hybrid work environment with the expectation of 50% on-site work at STM, and 50% work from home. 
 Responsibilities: 
 Campus Planning 
 
 Collaborate with project stakeholders to develop scope definition, statements of work, and cost estimates for projects requiring electrical engineering review and other assistance. 
 Contribute to the electrical engineering team with regular updates to Design Guidelines, Master Construction Specifications, and engineering best practices related to electrical engineering. 
 Collaborate with researchers to define project scope and budget for future project requests. 
 Stop work where necessary to protect users, NLR personnel, Subcontractors, and the facility itself. 
 
 Project Support 
 
 Review external and internal project drawings, specifications, and calculations at designated progress intervals or as needed for project requirements. 
 Interpret and apply codes, job procedures, standards, and specifications. 
 Review RFIs, ASIs, shop drawings, product submittals and coordination drawings related to electrical engineering. 
 Attend construction meetings, site observations, and final punch walks, providing technical guidance as needed. 
 Maintain knowledge of legal and ethical engineering issues, practices, governing laws, regulations, codes, and standards. 
 Respond to common inquiries from stakeholders, regulatory agencies, and members of the research community. 
 Provide internal design related to electrical engineering through work orders. 
 Prepare internal project electrical specifications and summaries for front end design packages. 
 Perform commissioning of internal design on the field. 
 Perform construction field surveys of electrical conditions and redline documents 
 Interface with other engineering design disciplines. 
 Provide field assistance as required. 
 Work with the facility electrical engineers to develop project drawings for electrical layouts, schematics and installation details. 
 Review vendor drawings and support construction, project checkout and startup. 
 
 Campus Operations 
 
 Assist personnel with the development of lab level procedures and hazard assessments where needed. 
 Maintain/update the campus electrical model. 
 Assist in maintaining NLR&#8217;s electrical studies using the existing databases. 
 Perform minor system updates to short circuit, arc flash, coordination studies using SKM, and may include field surveys. 
 Provide CAD assistance including record keeping and organization of electrical drawings and as built drawings using AutoCAD and or Revit. 
 Follow all ESH&#38;Q policies and procedures to ensure and maintain a safe working environment. 
 Assist with onsite electricians to review infrastructure electrical systems operations.&#xa0; 
 Basic Qualifications 
 Relevant Bachelor&#39;s Degree and 5 or more years of experience or equivalent relevant education/experience. Or, relevant Master&#39;s Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant PhD or equivalent relevant education/experience. Or, relevant JD or equivalent relevant education/experience. Complete understanding and wide application of technical principles, theories and concepts in the field.  The following are  required:  
 
 Graduation from an accredited college with a bachelor&#8217;s degree in civil or environmental engineering, water resources management, public administration, business management, or a related field .  
 Three to five years of progressively responsible leadership or supervisory experience in public works, utilities, or a related field. 
 Considerable experience with publicly owned and operated utility and/or public works systems including supervision in maintenance and construction of streets, storm drainage systems, water distribution and sewer collection systems, or an equivalent of experience and education. Prior local government experience  is preferred.  
 Possession of a valid North Carolina Class C Driver&#8217;s License. A commercial Driver&#8217;s License  is preferred.  
 Grade B Water Distribution Certification and a Grade II Sewer Collection System Operator Certification or be able to obtain both within one year of employment. This position is designated as safety sensitive in accordance with North Carolina Department of Transportation regulations. 
 
 Salary and Benefits 
 The expected hiring range for the position is $107,000&#8211;$110,000, with a full salary range of $89,678&#8211;$125,550, depending on qualifications. A 5% pay increase is provided upon successful completion of six months of service. The Town provides a comprehensive benefits package including health, dental, vision, long term disability, and life insurance; Local Government Employees Retirement System (LGERS) contribution; annual vacation, sick leave, and paid holidays. Additional benefits include bereavement, education reimbursement, and longevity pay.

 Generate and maintain required paperwork such as logbooks, inspection records, work sheets, and various other paperwork by hand or computer as required by written procedures, Pursuit Aerospace-Cleveland, and its customers. &#xa0; 
 Follow verbal and written Engineering and Quality Control instruction as contained in process procedures, metal finishing sheets, blueprints, operational sketches, tool lists, and other control documents to perform the operation in a specified and quality manner. &#xa0; 
 During down time, a secondary job will be performed, which may result in a combination of work performed. &#xa0; 
 Must report to work on a regular and consistent basis and be able to work an entire shift.&#xa0; 
 Work from blueprints and tooling layouts to set-up (assemble, align and adjust) die sets involving multiple components. Adjust strokes and clearances, make periodical adjustments to hold tolerances and ensure compliance with specifications. &#xa0; 
 Perform difficult details of shimming and centering or rework dies to obtain proper sizes, forms, and surface specifications.&#xa0; 
 Clean dies and make minor touch up on dies using abrasive strips and small air guns. &#xa0;Major die work requires assistance from die polishers.&#xa0; 
 Inspect setup and production parts for quality and dimensional aspects using guillotine and feeler gages, inspect aircraft engine airfoils for required dimensions such as bow, twist, centrality, pitch, form, contour, etc. &#xa0;Use micrometers and dial indicator gauges to check for required widths, thickness, and trim dimensions. &#xa0; 
 Frequently check forged parts for form, visual finish, dimensional accuracy and forging defects. &#xa0; 
 Read and interpret complex prints and setup cards to make mathematical calculations required for set-up and inspection of work including the ability to perform calculations using fractional and decimal numbers.&#xa0; 
 Must be capable of successfully completing NADCAP &#38; MMM certification.&#xa0; 
 Set-up hydraulic press to specification. &#xa0;Set stroke and cycle to check clearances. &#xa0; 
 Monitor pressure and temperature to specification. &#xa0; Load, cycle, and unload press. &#xa0; 
 May run two or more dissimilar pieces of equipment which will be operated by one operator. &#xa0; 
 Knowledge in the operation and application of hand grinding tools. &#xa0; 
 Operate CMM to inspect and analyze part to specified tolerances. &#xa0; 
 Monitor temperature, pressure and other gauges. &#xa0; 
 Safely and efficiently operate Man-Mate boom. &#xa0;
