Individual will perform project management for highly complex sanitary sewer and water distribution engineering projects with limited supervision; will assist in the management of the department's stormwater BMP program; will be responsible for managing the water and sanitary sewer Capital Improvement Program (CIP) projects; duties will include but are not limited to designing and reviewing plans and specifications; review of stormwater pollution prevention plan ( SWPPP) documents and stormwater management design; construction management; evaluating asset condition and flow data; will coordinate with City departments, outside agencies and contractors as necessary; provide engineering support for operation and maintenance of public utilities facilities; will assist in preparation of operating budgets; will supervise design, construction and inspection activities to ensure good engineering and construction practices, and ensure City standards are maintained; and continually apply independent decision-making abilities. Must have Virginia DEQ Dual Stormwater/Erosion Control Administrator Certification within 2 years. Valid North Carolina or Virginia Driver's License is required.
Preferences: Strong preference for candidates having experience in design, construction and evaluating the condition and performance of the department's existing stormwater BMPs, water distribution systems and pumping stations to include: reviewing data from sanitary sewer evaluation studies (SSES); CCTV analyses; sanitary sewer overflow analysis; gravity sewer, force and water main, pump station and stormwater design; contract preparation and administration; should have basic understanding of hydrologic and/or hydraulic modeling; should have a basic understanding of surveying and GIS; related data management, computer skills and software knowledge in particular Microsoft Office products (Word, Excel, Powerpoint, and Access). Individual should possess strong communication skills both oral and written. We will hire an Engineer II or a III, depending upon applicant pool.
Engineer II: Requires a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of an E.I.T. (Engineer In Training) Certificate and two (2) years of progressive professional experience; OR a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering technology program with possession of a Land Surveyor's license and two (2) years of progressive professional experience; OR an Associate's Degree in Engineering with six (6) years' progressive professional experience plus possession of an E.I.T. Certification, OR a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA).
Engineer III: Requires a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and five (5) years of progressive professional experience, OR, an Associate's Degree in Engineering with seven (7) years of progressive professional experience and a possession of a Professional Engineer (P.E.) license from the Virginia Board of Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA)
