GENERAL PURPOSE: Under general direction, performs advanced professional and technical level tasks in assigned area of responsibility to assist multiple ST managers in administering the planning, design and construction phases of capital projects; coordinates resources, design details, planning activities, communication and coordination of work activities, and facilitates exchange of information between Agency staff, consultants, design engineers, local jurisdictions and the public during all project phases; interprets data and processes and handles sensitive materials; negotiates solutions and develops recommendations with Agency policies.

ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Reviews and provides lead support and coordination on project-related documentation, technical memorandum, design/construction plans, specifications, and other project related materials; and manage specific project related tasks as directed. • Leads the development of projects as assigned; ensures the project scope, schedule, and budget is effectively managed; manages consultant activity and project direction; verifies submittals including monthly reporting; monitors schedules; participates in the development of project feasibility studies, site selection, technical documentation; provides Resident Engineer services as assigned for small projects; and manages contractor; and coordinates project relevant public outreach efforts. • Provides project management of new facilities/stations customer signage, including updating and maintaining standards, signage layout, permitting, coordination with ST departments and other agencies, and managing design and construction contracts related to this subject. • Provides lead support during final design phase of larger projects; coordinates assigned tasks and comments during design; participates in design development, review, and project meetings; meets with partner agencies and operations groups; lead and coordinate technical meetings as assigned; assists with permit procurement and submittal; assists with right-of-way needs as directed including coordinating with consultant to obtain legal descriptions, parcel exhibits, and other documentation needed to acquire property. • Provides lead support during the construction phase on larger projects; provides construction bid assistance; coordinates with construction management and Agency purchasing groups regarding bid process and contract negotiations/requirements for construction firm selection; creates procedural checklists; and manages the closing out of construction contracts. • Coordinates project elements with a variety of interested parties including Agency staff from various lines of businesses and departments, elected officials, consultants, local/state/federal agencies, and the general public; coordinates and attends project related technical, public and community meetings to represent the Agency; develops meeting materials including agendas, handouts, and meeting summaries as required; • Coordinates scheduling of staff/consultant participation in project related meetings and public hearings; drafts and coordinates review and approval of project related materials and presentations such as change orders, Phase Gate, and staff reports to the Agency Board or Committees; and participates in presentations as necessary; serves as primary station/project contact and responds to requests for information from other agencies, media, and the general public involving various assigned projects; and provides necessary project status, design information, outreach and communications with affected businesses, residences and community groups through design and construction phases. • Administers assigned contracts; drafts, negotiates, coordinates review, , contracts, and contractor scopes of work; reviews and processes consultant contracts and non-contract invoices for final payment; reviews and/or comments on consultant submitted progress reports, earned value reports, and schedules; coordinates and reviews responses to contractor RFIs; works with project staff to issue clarification sketches; writes and issues Change Notices to Contractor; negotiates changes; performs independent cost estimates for changed work; writes change orders and compiles change order packages for processing; coordinates and performs reviews of contractor submittals including contractor work plans; conducts readiness review meetings and weekly progress meetings; ensures contract compliance to technical plans and specifications; and maintains accurate documentation and files. • Drafts and monitors project budgets, forecasts and schedules; obtains and monitors expenditures; prepares and submits Agency required project reports; prepares, coordinates, and processes annual and interim capital project budget updates. • Performs technical analysis of various types of data in support of project development goals and prepares associated technical and policy reports; prepares maps and visual/presentation materials to support technical analyses; advises project managers on various technical aspects of projects; responds to and researches requests for information and public records as wells as updates on project status. • Researches and manages other tasks as assigned for various technical subject areas, including such things as landscape and material salvage, sustainability tracking, assessment of materials, product information, and pedestrian and bike access issues.. • Provides support to the department and others on matters as directed; serves as staff on a variety of committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelors Degree in architecture, landscape architecture, planning, engineering, construction management, or closely related field and four years of experience providing project management support in planning, engineering, or construction including negotiation, management of scope, schedule and budget of small to mid-size projects, and reading construction plans and specifications responsibilities, preferably in a public sector transit related organization; OR an equivalent combination of education and experience.
Required Licenses or Certifications: Possession of valid Washington State Drivers License.

PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and when working in the field.
