The Director of Public Works directs a full range of Public Works programs and functions to include Infrastructure Maintenance & Repair, Capital Construction & Replacement, Waste Mangement and Automotive Services.
S/he provides leadership and direction in the conception, planning, design, and implementation of all roadway/bridge/highway, storm water quantity and quality, and beach and coastal capital programs and projects; provision of architecture and engineering and project management services for all City capital projects, surveying, real estate acquisition and disposal, maintenance of all City streets, highways and bridges; maintenance of public beaches and public storm water facilities; traffic engineering; solid waste management; contracting and citizen communication and interaction functions. Is consulted, formulates, and recommends to the City Manager and City Council on policy matters affecting Public Works programs and functions; meets with representatives of the building community, citizens and civic organizations, engineers, lawyers, elected and appointed officials and others to represent the City; provides overall management and direction in the development of the Capital Improvement Program for Roadways, Storm water, and Coastal programs and provides support to other types of projects in order to allocate and plan for future needs and resources; establishes appropriate liaison with federal, state and regional officials on public works related matters; participates in key transportation and public facilities planning activities: serves on teams, work groups and committees and partners with other agencies to advance City goals and strategies; provides support to the Beaches and Waterways Commission
The successful incumbent will effectively lead the department through effective management practices (e.g., coaching, delegation, and rewarding member successes); align resources with department and city strategies; ensure department accountability through demonstrated systems thinking, issues and trends identification, and effective resolution; support the City Manager, Deputy City Manager, and City Council ensuring that the City's vision, organizational values, and the mission are understood and executed by members at all levels of the department; facilitate effective communications throughout the organization, with Council and the public; create effective links and relationships with the media, community groups, and various constituencies; collaborate with other directors and agencies across the organization to achieve results and ensure alignment; and execute fiscal procedures and management of funds appropriately.

A masters degree in Administration, Business Administration, Public Administration, Engineering, Management, or similar program and 6 years management experience, or higher-level education and experience equivalent to 12 years in fields utilizing the knowledge, skills and abilities; five (5) years in a senior leadership or executive level role.
Must have, or obtain, a valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.
