We are seeking a talented individual to lead and expand our Intelligent Transportation Systems (ITS) practice, specifically ITS master planning, design, implementation, and operation. The successful candidate will lead ITS design efforts for roadway, transit, and airport projects including the development of conceptual, preliminary, and final designs and the preparation of reports, plans, specifications, and cost estimates. This individual will be responsible for overseeing complex traffic engineering projects, preparation of Intelligent Traffic Systems (ITS), including real time traffic information, adaptive signal control, closed circuit television (CCTV), variable message signs (VMS), and toll facilities. In consultation with other transportation disciplines, this individual will expand the transportation engineering services provided by Lochner. This will involve growing a local ITS program, helping develop and meet financial goals, and developing a national ITS program.
This individual will work with traffic engineering staff and local office leaders to perform the following:
Develop a local, regional, and national strategic plan to establish a national ITS practice.
Develop ITS trends and market requirements including expansion of capabilities in offices currently offering ITS services.
Provide oversight to implement the strategic plan resulting in increased market sector revenue.
Assist with major project pursuits, new business development, and local client relationships.
Identify potential projects and develop strategies to win these projects.
Build and maintain relationships with key ITS clients.
Participate in local, national, and international ITS organizations and increase Lochner exposure and presence in the ITS industry.
Develop project budgets, schedules and staffing plans
Monitor and control work assignments and projects
Perform analytical tasks including traffic data collection and data manipulation
Perform planning, analysis and design development for ITS implementation projects on roadway networks
Prepare written reports and presentations of project findings that support moving projects into design
Interact with multi-discipline and multi office project teams
Develop planning documents
Develop preliminary and final designs
Provide technical assistance and quality control oversight on ITS projects.
BS in Electrical Engineering or Civil Engineering is preferred.
MS or PhD in Electrical Engineering or Civil Engineering is preferred.
Requires at least 15 years of relevant experience in ITS and traffic engineering; including ITS planning, design, and implementation of ITS improvements.
Professional Engineer (PE) license required.
Professional Traffic Operations Engineer (PTOE) certification a plus.
Marketing and business development experience.
Ability to build and maintain client contacts and relationships with personal dedication to serving client needs.
Strong knowledge of ITS with experience in planning, design, and management of ITS projects.
Past success in writing proposals, scopes of work, and negotiating contracts.
Ability to communicate effectively, both written and verbal, with clients, elected officials, general public, and all levels of the organization.
Possess a track record of successful project management and team leadership.
Possess a strong local ITS presence and ability to expand ITS presence to a regional and national level.
Must be able to work effectively in team situations and establish strong relationships.
Ability to develop creative approaches to project development.
Demonstrated active involvement in one or more professional societies such as the Institute of Transportation Engineers (ITE) or ITS America.
Existing relationships with transportation clients preferred.
