The Republic of the Marshall Islands (RMI) Ministry of Finance is inviting interested individuals for the Civil Engineering Advisor position to support the project preparation and implementation of the World Bank funded project- Pacific Resilience Project Phase II.
Civil Engineering Advisor
Select and oversee a coastal engineering design and supervision firm (D&S Firm) to design, prepare documentation, and supervise construction of coastal protection works in Ebeye and Majuro;
Select a contractor for the coastal protection works in Ebeye and Majuro;
Audit the works supervision, and assist in resolving contractual matters, variations, and disputes on behalf of the Ministry of Works, Infrastructure, and Utilities (MWIU) for all coastal protection, and other works, under the project;
Oversee upgrades to the National Disaster Management Office (NDMO) facilities;
Support the MWIU and other government agencies incorporate coastal risk management in infrastructure and land use planning;
Provide training, capacity building, and general advice to MWIU in project management and administration; and
Advise the government of RMI in managing project risks.
The Civil Engineering Advisor will be based in Majuro, Republic of the Marshall Islands.

Bachelor’s degree in civil engineering, construction, or a related discipline (conforming to the Washington Accord or equivalent)
currently registered with a professional engineering body (e.g. PE, CEng, CPEng)
Minimum experience and capability:
ten (10) years of relevant post-graduate experience in leading and managing complex, civil engineering projects as a government employee, consultant, or contractor
experience in briefing and supervising consulting firms and other advisors
demonstrated team leadership skills
significant post-graduate public or private sector experience in civil engineering design, preparing specifications, construction contracts, schedules of quantities, administering and supervising construction works
experience as Engineer to the Contract for complex, heavy civil engineering works contracts valued at US$15 million or more
knowledge of FIDIC forms of contracts for works
experience in risk management
fluent in written and spoken English
proficient in Microsoft Word, Excel, and PowerPoint
developing country working experience
Pacific island or atoll country working experience
experience in applying risk information to infrastructure and land planning
experience in marine works or coastal engineering
experience in World Bank procurement practices
experience in construction and quality control management of seawall, revetment, causeway and other equivalent coastal protection projects
environmental compliance in construction (i.e. Environmental Impact Assessment & Environmental Management Plan processes)
The Republic of the Marshall Islands (RMI) Ministry of Finance (MOF) was established under the RMI Financial Management Act. It serves to be a comprehensive system of public financial management for the RMI to administer all revenue and fiscal functions of the Government of RMI.
The MOF consists of four divisions and one office.
