The Design Review Architect/Engineer will be one of several design reviewers responsible for fulfilling the requirements as outlined in the Manufactured Housing and Monitoring Services contract by supporting HUD's federal oversight responsibility for the design, manufacture, inspection, and consumer complaint handling of all manufactured homes. Specifically, the Design Review Architect/Engineer will be responsible for completing technical and regulatory design review activities necessary to evaluate the performance of Design Approval Primary Inspection Agencies (DAPIAs) under the Federal Manufactured Housing Program requirements and develop performance assessments for each agency. Generally speaking, a DAPIA is responsible for evaluating and approving a manufacturer's designs and quality control procedures used to produce homes to ensure that these elements comply with the HUD regulations and standards.
This position will also responsible for completing other services and special activities as may be assigned by IBTS management that are commensurate to the Design Review Architect/Engineer's education, background, and experience. In fulfilling the functional responsibilities, the Design Review Architect/Engineer will strive to work in the most efficient, cost-effective, accurate, and professional manner possible.
The Design Review Architect/Engineer primarily receives direction from the Manager of Design Review Architects/Engineers (MDRAE). However, additional operational duties and assignments may be made by the Program Manager or members of the management team as needed to accomplish organizational goals and objectives (i.e., other technical, inspection, and review activities). The Design Review Architect/Engineer may, from time-to-time, be asked to take a lead role in providing other services critical to the performance of IBTS contractual obligations such as inspections, research, or similar technical services relevant to the Design Review Architect/Engineer's education, background, and experience.
Perform design review activities for architectural, structural, mechanical, plumbing, electrical, installation, quality assurance, and other disciplines as necessary to ensure compliance with the Federal Manufactured Home Construction and Safety Standards (commonly referred to as the “HUD Code”), Federal Manufactured Home Procedural and Enforcement Regulations, and all applicable program directives.
Works with team members to coordinate and complete assignments to ensure smooth operation of design review monitoring and other HUD contract activities.
Generate design findings based on the design reviews in accordance with the accepted protocol. The design findings should be based on deviations to the prescriptive and performance-based requirements of the HUD codes and Regulations.
Conduct quality control reviews and approve all outgoing DAPIA monitoring related correspondence (i.e., emails, reports, design findings, etc.). Quality control reviews are to include but are not limited to grammar, content, consistency, logic, validity, and other criteria as appropriate.
Coordinate internally and with HUD, DAPIAs, and other agencies associated with the production of a manufactured home (such as American Plywood Association, American Wood Council, etc.) to ensure a proper understanding of the requirements incorporated by reference in the HUD Code.
Assist in the professional development and training of peers and reporting staff to enhance the capabilities.
Provide technical expertise in a written or verbal form to HUD and/or on HUD's behalf to the industry in all areas of manufactured home design, construction, and installation. This effort may include preparing and delivering presentations internally and externally on technical subjects based on investigations and research.
Conducts full performance reviews of design approval agencies including executing management audits during headquarters visits, preparing reports, performing analysis of corrective actions, and developing recommendations for further improvement.
Perform review of new and innovative designs and products use in the production process of manufactured homes.
Prepares and delivers presentations internally and externally on technical subjects and may lead or participate in technical investigations and research. May be asked to perform special assignments or programs beneficial to IBTS such as assisting in business development under the direction of an IBTS manager.
Performs other similar duties as commensurate with education, background, and experience.
